March 16, 2009 (Regular Meeting) Page 1282 <br />determined that Martin Starnes and Associates, CPAs, PA are the most <br />qualified. After negotiating procedures and comparing prices of other <br />County's auditing fees for counties of similar size, a fee of $40,000.00 for <br />June 30, 2009, $91,000.00 for 2010, and $42,000.00 for 2011 was agreed upon. <br />Approval of the pricing commitments for all three years is requested and <br />requires Local Government Commission approval. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved Martin Starnes and Associates, <br />CPAs, PA as the County's auditing firm for the fiscal years ending June 30, <br />2009 - 2011, including the aforementioned pricing and authorized the County <br />Manager to execute the contract between Cabarrus County and Martin Starnes <br />and Associates, CPAs, PA, subject to review and/or revisions by the County <br />Attorney. <br />On February 9, 2009, the Cabarrus County Board of Education approved <br />the lease and agency agreement between the School Board and Cabarrus County. <br />Title for the School is held by Cabarrus County. The County will hold the <br />title for twenty years until the debt issued to construct the new facility is <br />retired. The Cabarrus County Board of Education will lease the property for <br />$1.00 per year for the life of the 20 year lease. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved and authorized the Chairman to <br />execute the Lease and Agency Agreement between Cabarrus County and the <br />Cabarrus County Board of Education for the Lower Rocky River Elementary <br />school site, pending attorney review. <br />(F-10) Parka Department - 2009 Recommended Feea for Camp S encer Swimmin <br />Pool <br />The Camp Spencer Swimming Pool will open to the public on May 23, 2009 <br />with the completion of the new bath house, which meets State regulations for <br />public operation. The 2008-2009 Fee and Charge Policy does not include pool <br />fees but will in future years. The following document outlines the proposed <br />fee schedule which was approved by the Parks Commission at its February <br />meeting. <br />Revised <br />Camp T.N. Spencer Park <br />Recommended Swimming Pool Fees <br />Open May 23 - September 7 - 10:00am - 8:OOpm <br />Daily Admission <br />Adults $4.00 <br />Children 12 and Under $2.00 <br />Children 5 and Under FREE <br />65 & Over $2.00* <br />Season Pass <br />1 Adult $ 75.00 <br />Children 12 and Under $ 50.00 <br />Couple $125.00 <br />(1 adult, 1 child or a legally married couple) <br />Each additional family member $ 50.00 <br />NOTE: Family member is defined_as sibling, parent, or legal guardian living <br />in the same household <br />After hours use of the pool is $100.00 per hour plus $15.00 per hour per <br />lifeguard. The number of lifeguards depends on the number of guests present. <br />A two week notice is required for any after hour rental. <br />150 is the maximum number of visitors at any one time. The Cabarrus Boys and <br />Girls Club will haveabout 50 swimmers each hour from 10:00am - 3:OOpm for 6 <br />weeks and have priority on use of the pool during those hours. <br />*Fee requested by the Board of Commissioners on March 9, 2009 <br />
