April 6, 2009 (Work Session) Page 1303 <br />Kyle Bilafer, General Services Director, reported a letter from Duke <br />Energy was received regarding 15 proposed routes for a new 100,000-volt <br />(100kV) transmission line. He stated County properties have been evaluated <br />and the only route affecting the County would lead through the Landfill and <br />the Sheriff's Training Range. He requested guidance from the Board on how to <br />proceed with the response to Duke Energy. <br />Mr. Bilafer responded to questions from the Board, with the following <br />issues being addressed: based on the letter from Duke Energy, a need for the <br />substation already exists and a site has already been acquired; the potential <br />effect on the Landfill and Sheriff's Training Range if the County does <br />nothing; etc. <br />Chairman White stated he would voice strong opposition to the <br />transmission line affecting the landfill or shooting range. He stated the <br />following: the Sheriff's Department receives important training at the <br />shooting range; and if the County does nothing, it may be losing the <br />opportunity to use a valuable piece of property once the landfill is closed. <br />Mr. Bilafer explained to the Board that if a landfill is closed, a plan <br />has to be in place which states what the land will be used for. He expressed <br />concern that the proposal from Duke Power may damage future plans the County <br />has for the landfill property. <br />Vice Chairman Mynatt asked Chairman White if he prefers the <br />transmission line not go through County property and that Duke Power should <br />reroute that section. Chairman White answered in the affirmative. <br />In response to a comment from Vice Chairman Mynatt, Mr. Downs stated a <br />community officials meeting will be held on April 19`", 2009 from 3:00 p.m. to <br />4:00 p.m., and then a meeting for the public will be held from 4:00 p.m. to <br />7:00 p.m. that same day. <br />Mr. Bilafer explained there are 15 proposed routes and the route that <br />affects County property may not be chosen. <br />John Day, County Manager, stated if the route through the County's <br />property should be chosen by Duke Power, the County would prefer the lines be <br />located in such a way as not to disrupt future plans already made by the <br />County for that property. <br />BOC - Items for General Discussion <br />Chairman White presented the following list of items for general <br />discussion: <br />• Monroe/Midland Natural Gas Pipeline <br />• N.C. 3 Corridor Study <br />• Western Area Land Use Plan with City of Kannapolis <br />• Harrisburg Area Land Use Plan <br />• School Construction - A.T. Allen Replacement <br />• New Odell Area Elementary School <br />• Old Bethel School Property <br />• Public Transit <br />Commissioner Privette requested the tort proposal introduced by Senator <br />Hartsell in the North Carolina Senate be added to the list for discussion. <br />Commissioner Carruth requested the addition of County Assembly Day and <br />also bills recently discussed at a N.C. Association of County Commissioner's <br />meeting. <br />Monroe/Midland Natural Gas Pipeline <br />John Day, County Manager, presented an update on the Monroe/Midland <br />Natural Gas Pipeline. He reported the following: the Chairman and Vice <br />Chairmen met with representatives from Monroe about the possibility of the <br />route for the pipeline coming across Frank Liske Park property; the Board was <br />told Monroe planned to go to the Council of State to seek a right-of-way from <br />the State; in January 2009, he met with PSNC (Public Service of North <br />Carolina), who will be partnering with Monroe on the pipeline through <br />Cabarrus County; during the meeting, it was told that the Council of State <br />had not approved the right-of-way and would only do so with the Board's <br />consent; the new Council of State met in February and approved the request <br />
