April 20, 2009 (Regular Meeting) <br />PROCLAMATION <br />Page 1312 <br />WHEREAS, the youth and volunteers of any community are its greatest <br />natural resource; and, <br />WHEREAS, 9-H in North Carolina claims 209,000 youth members and 19,700 <br />adult and youth volunteers, while Cabarrus County's 4-H program numbers over <br />6,000 members and over 900 volunteers; and, <br />WHEREAS, 4-H has been helping youth and adults learn, grow, and work <br />together for a hundred years; and, <br />WHEREAS, 9-H is viable in Cabarrus County as a result of the <br />partnership between N.C. State University and N.C. A & T State University and <br />Cabarrus County Commissioners; and <br />WHEREAS, 9-H is celebrating its Centennial as North Carolina's premier <br />youth development organization; <br />NOW THEREFORE, BE IT PROCLAIMED that the Cabarrus County Board of <br />Commissioners, by the passage of this Proclamation, expresses its deepest <br />gratitude and appreciation to 9-H for its many achievements in developing our <br />youth on this its 100th Birthday. <br />This the 20t" day of April, 2009. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />(C-2) Soil and Water Conaervation/Commerce - 3tewardahip Waek Proclamation <br />Note: This item was moved from the Consent Agenda, Item F-14. <br />Vice Chairman Mynatt recognized Ned Hudson, Cabarrus County Soil and <br />Water Conservation District Commission Chairman, and Dennis Testerman, Senior <br />Resource Conservation Specialist. She stated every year the National <br />Association of Conservation Districts Stewardship Advisory Committee develops <br />a soil and water stewardship observance as a public outreach activity for <br />member conservation districts. <br />Mr. Hudson stated the proclamation is important to everyone, and that <br />conservation is everyone's responsibility. He stated 140,000 youth in North <br />Carolina participate in soil and water education programs and he announced <br />North Carolina's Agriculture Commissioner Steve Troxler will attend a <br />luncheon on May 13, 2009 at 11:30 a.m. at St. Johns Community Building and <br />the public is invited to attend. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried,the Board adopted the following proclamation: <br />Proclamation No. 2009-09 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />PROCLAMATION <br />WHEREAS, fertile soil and clean water provide us with our daily <br />sustenance; and <br />WHEREAS, effective conservation practices have helped provide us a rich <br />standard of living; and <br />WHEREAS, our security depends upon healthy soil and clean water; and <br />WHEREAS, stewardship calls for each person to help conserve these <br />precious resources. <br />NOW, THEREFORE. BE IT PROCLAIMED that the Cabarrus County Board of <br />Commissioners, in recognition of this event, does hereby proclaim April 26 <br />through May 3, 2009 as: <br />STEWARDSHIP WEEK <br />Adopted this the 20t" day of April, 2009. <br />/s/ H.
