April 20, 2009 (Regular Meeting) <br />Page 1349 <br />Authorize the County Manager to execute the Agreement on behalf <br />of Cabarrus County, subject to review or revisions by the County <br />Attorney. <br />In response to questions posed by Commissioner Privette, Ms. Morris <br />explained that at the time the Reservation of Capacity for this development <br />was approved, capacity existed at schools affected by the project. A short <br />discussion was held. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole <br />with Chairman White, Vice Chairman Mynatt and Commissioners Carruth and Poole <br />voting for and Commissioner Privette voting against, the Board approved the <br />Adequate Public Facilities Mitigation Agreement between Cabarrus County and <br />Coddle Creek Development Group, LLC for the Jacob's Landing Townhome project <br />and authorized the County Manager to execute the Agreement on behalf of <br />Cabarrus County subject to review or revisions by the County Attorney. <br />(H) APPOINTMENTS <br />(H-1) Appointments - Adult Care Home Community Advisory Committee <br />An application to the Adult Care Home Community Advisory Committee has <br />been received from Ms. Veleka "Jodi" Johnson and approved by the regional <br />ombudsman. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board appointed Ms. Veleka Johnson to the Adult Care <br />Home Community Advisory Committee for a one-year term ending April 30, 2010. <br />(H-2) Appointments - Agriculture Advisory Board <br />Ms. Victoria Porter and Mr. Randy Fisher request to be reappointed to <br />the Agriculture Advisory Board to serve 3-year terms ending January 31, 2012. <br />Both are eligible for reappointment. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board reappointed Ms. Victoria Porter and Mr. <br />Randy Fisher to the Agriculture Advisory Board to serve three-year terms <br />ending January 31, 2012. <br />(H-3) Appointments - Criminal Justice Partnership Program <br />Concord Police Chief Merle Hamilton recommends Major Wendell Rummage of <br />the Concord Police Department be appointed to the CJPP advisory board to fill <br />the "Chief of Police/Designee" position. Sheriff Brad Riley recommends <br />Deputy Monty Sellers be appointed to fill the "Sheriff/Designee" position. <br />Both officers are eligible to complete three-year terms ending April 30, <br />2012. <br />Ms. Catherine Combs, who fills the "Probation Officer" position, Mr. <br />Robert Davis, "Employment Training" appointee, and Ms. Nicola Bivens, an "At- <br />Large" appointee, all wish to be reappointed to the advisory board for three- <br />year terms ending April 30, 2012. An exception to the residency provision of <br />the Appointment Policy is requested for Ms. Combs. <br />The term of appointment for Ms. Teresa Rettinger expires April 30, 2009 <br />and she does not desire reappointment at this time. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Major Wendell Rummage and Deputy <br />Sellers to the Criminal Justice Partnership Program Advisory Board for three- <br />year terms ending April 30, 2012 and reappointed Mr. Robert Davis, Ms. Nicola <br />Bivens and Ms. Catherine Combs (including an exception to the residency <br />provision of the Appointment Policy for Ms. Combs and an exception to the <br />length of service provision for Ms. Bivens), to the CJPP for three-year terms <br />ending April 30, 2012. By the same vote, the Board removed Ms. Teresa <br />Rettinger from the CJPP roster and thanked her for her service. <br />(H-4) Appointments - Juvenile Crime Prevention Council <br />An application to the Juvenile Crime Prevention Council has been <br />received from Judge Michael Knox to fill the "District Court Judge" position. <br />Because Judge Knox currently serves on the Criminal Justice Partnership <br />Program, an exception to the Board's appointment policy is required. <br />
