May 18, 2009 (Regular Meeting) <br />Page 1376 <br />WHEREAS, more than 70 years ago, the National Housing Act was signed into <br />law, making homeownership available to millions of families, who previously <br />could not afford to buy their own home; and <br />WHEREAS, it is appropriate and fitting that we recognize the value of <br />homeownership, the benefits to Cabarrus County, our residents, and to our <br />community; and <br />WHEREAS, during National Homeownership Month, Cabarrus County encourages all <br />residents to learn more about financial management and explore homeownership <br />opportunities in the community. By taking this important step, individuals <br />and families help safeguard their financial futures and contribute to the <br />strength of our Nation. <br />NOW, THEREFORE, I, H. Jay White Sr., Chairman of the Cabarrus County Board of <br />Commissioners, by virtue of the authority vested in me as Chairman, do hereby <br />proclaim June 2009 as: <br />"NATIONAL HOMEOWNERSHIP MONTH" <br />in the Cabarrus County and encourage all citizens, private industries, and <br />community groups to join me in recognizing the importance of offering every <br />American the opportunity to realize their dream of homeownership and to help <br />work towards making that dream a reality. <br />This the 18t" day of May, 2009. <br />/s/ H. Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />(G) N&W BUSINESS <br />- American Recovery and <br />Stephen Cude, Cabarrus County Transportation Supervisor, reported a <br />public hearing is needed for the Transportation Department to apply and <br />receive funds from the American Recovery and Reinvestment Act of 2009. He <br />stated the Department has applied for over $8 million in funds for capital, <br />facility construction, advanced technology and preventative maintenance. He <br />further reported part of the requested funding is for construction of the new <br />transportation facility to be located on Union Cemetery Road in Concord, and <br />that approval by the Board and a public hearing are required to apply for the <br />funds. <br />Chairman White opened the public hearing at 6:57 p.m. The Public <br />Hearing Notice was published on May 3, 2009 in THE INDEPENDENT TRIBUNE. The <br />notice was also posted on the County's website on May 5, 2009. <br />There was no one present to address the Board; therefore, Chairman <br />White closed the public hearing. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt, <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-11 <br />American Recovery and Reinvestment Act of 2009 Resolution <br />Federal Section 5311 <br />FY 2010 RESOLUTION <br />Applicant seeking permission to apply for American Recovery and <br />Reinvestment Act of 2009 funding, enter into agreement with the <br />North Carolina Department of Transportation and to provide the <br />necessary assurances. <br />A motion was made by Commissioner Robert W. Carruth and seconded <br />by Vice Chairman Grace Mynatt for the adoption of the following <br />resolution, and upon being put to a vote was duly adopted. <br />WHEREAS, the "American Recovery and Reinvestment Act, 2009" (Pub. <br />L. 111-5; "ARRA"), signed into law by President Barack Obama on <br />February 17, 2009, includes $8.4 billion for transit capital <br />improvements, for which the intent of the legislation is to: a) <br />preserve and create jobs and promote economic recovery; b) assist <br />
