May 19, 2009 (Recessed Meeting) Page 1391 <br />Staff responded to questions from the Board regarding how these fees <br />were determined and landfill operations. <br />Reaesa of Meeting <br />The Board took a short break at 9:52 p.m. The meeting reconvened at <br />5:02 p.m. <br />Capital Improvement Plan <br />Pam Dubois, Deputy County Manager, reviewed the following Capital <br />Improvement Plan (CIP)projects totaling as presented in the proposed EY 2010 <br />budget on page 73 of the budget manual: Government Campus - $2,000,000.00; <br />IT Disaster Recovery Plan and Data Backup - $180,000.00; RCCC - <br />Pave/Irrigation Parking Lot - $300,000.00; Historic Courthouse Roof, Boxing, <br />and Painting - $700,000.00; Arena Storage - $40,000.00; Concord Library <br />Chiller - $100,000.00; and DSS Case Management Software - $500,000.00. <br />She also reviewed the education portion of the CIP for FY 2010 as <br />follows: <br />Cabarrus County Schools: Land Purchase/Architecture Fees - <br />$3,061,861.00; and Capital Outlay Expense Funding - $1,866,850.00. <br />Kannapolis City Schools: School Construction - $1,738,682.00; Land <br />Purchase/Architecture Fees - $429,220.00; and Capital Outlay Expense Funding <br />- $50,000.00. <br />A discussion ensued regarding the new Government Complex to be located <br />on Cabarrus Avenue at the Old Fairgrounds. Topics addressed included: <br />projected budget for the construction of the complex; the amount of rock at <br />the site; the site development for the entire complex; a storm water system <br />and curb and guttering at the site; etc. <br />Ms. Dubois continued to review other projects included in the CIP, <br />including: the IT Disaster Recovery Project; the parking lot at Rowan- <br />Cabarrus Community College (RCCC); improvements to the Historic Courthouse; <br />additional storage at the Cabarrus Arena and Events Center; the replacement <br />of chillers at the Cabarrus County library; increased technology at the <br />Department of Social Services; etc. <br />Each of the projects were reviewed and discussed. <br />Five Year Finanoial Plana A and B <br />Pam Dubois, Deputy County Manager, reviewed the two proposed Five-year <br />financial plans as shown on pages 66 and 67 of the budget manual. She <br />described in detail the similarities and differences in the two plans and <br />answered questions posed by the Board. <br />NOTE: This section was intentionally left blank. <br />
