July 6, 2009 (Work Session) <br />Page 1477 <br />• Payment of $1,008 per single family lot will be due prior to <br />the issuance of building permitting. <br />• The developer will be requesting reimbursement of the APF <br />payment through the APFO Reimbursement Policy for Affordable <br />Housing. <br />The APFO worksheet filled out by Mr. Robert Kluttz with Cabarrus <br />County Schools indicates that schools impacted by the Magnolia <br />Crossing subdivision project are currently functioning at the <br />following capacities: <br />Note: These percentages are based on the enrollment figures from <br />May 12, 2009. <br />Winecoff Elementary School - 107.98 <br />Northwest Middle School - 104.OOo <br />Northwest Cabarrus High School - 118.100 <br />Including previously approved subdivisions, these schools will be <br />functioning at the following capacity upon completion of the <br />Magnolia Crossing subdivision project: <br />Winecoff Elementary School -115.60 ~ <br />Northwest Middle School - 153.06°s <br />Northwest Cabarrus High School - 179.11 (*NWCHS should drop to <br />approximately 90o capacity with the opening of Cox Mill High <br />School in August 2009.) <br />The Capital Improvements Plan (CIP) includes a 200 seat addition <br />at Charles E. Boger Elementary School that could potentially <br />provide relief at Winecoff Elementary School. <br />A new 1200 seat middle school is included in the CIP for 2009 in <br />the northwest/Weddington Road area of the County that would <br />relieve Harris Road Middle School and Northwest Cabarrus Middle <br />School. <br />Cox Mill High School is scheduled to open August 2009 with <br />capacity for 1450 students to relieve Northwest Cabarrus High <br />School. <br />Cabarrus County Schools operating at 110% capacity are considered <br />to be operating at maximum capacity. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the Consent Agreement for <br />Magnolia Crossing Subdivision on the July 20, 2009 Agenda as a Consent item. <br />Recess of Meeting <br />The Board took a short break at 5:37 p.m. The meeting resumed at 5:59 <br />p.m. <br />Chairman White suggested the Board review the item regarding the <br />County's Centralina Council of Government membership after the Closed <br />Session. <br />John Day, County Manager, presented information related to a request <br />for a contract with C.M. Black Construction Company to provide Construction <br />Manager at Risk services, including pre-construction services, for the New <br />County Government Campus. He stated the following: the contract is for pre- <br />construction services and contemplates the rest of the costs and will be <br />amended at a future date; the contract will be brought before the Board for <br />consideration once the construction drawings have been prepared and the bids <br />have been received. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the contract with C.M. <br />Black Construction Company for Construction Manager at Risk including pre- <br />construction services for the New County Government Campus on the July 20, <br />2009 Agenda as a Consent item. <br />
