Ms. Wilson <br />reported JRH Vehicles is expanding its current location in Cabarrus County, <br />planning a 50,000 square foot facility for storage of cars awaiting <br />restoration and cars for display at private events. She explained the <br />following: plans include $4.85 million in investment in new real and <br />personal property improvements; 60 percent of the facility will lie in <br />Cabarrus County, with the remaining 40 percent in Mecklenburg County; etc. <br />She requested the grant be approved for this project. <br />In response to questions from the Board, Ms. Wilson introduced Chris <br />Newsome with Hendrick Motorsports. Mr. Newsome explained the full intention <br />of the project is to pay all taxes to Cabarrus County. <br />Ms. Wilson explained that personal property taxes for the 90 percent of <br />the facility that lies in Mecklenburg County will be paid to that County. <br />Mr. Newsome stated the facility is essentially a storage building, with some <br />office space. <br />Chairman White reminded the Board that at its agenda work session, it <br />had been reported that Mr. Brent Weisner, Cabarrus County Tax Assessor, has <br />been contacted and has made the determination regarding property taxes to be <br />paid in relation to the facility. Chairman White also noted that five (5) <br />new full-time jobs will be created with the construction of this facility. <br />In response to a question from Commissioner Privette, Chairman White <br />noted that the facility will house Mr. Hendrick's personal collection of <br />vehicles, not vehicles to be sold to the public. <br />Chairman White opened the public hearing at 7:03 p.m. The public <br />hearing notice was posted on the County's website on July 7, 2009 in <br />accordance with Article 2, Administration, Section 2.1 (use of electronic <br />means to provide public notices) of the Cabarrus County Code of Ordinances. <br />Reverend Alexander Porter of 8701 Mooresville Road, Concord, asked the <br />Board for clarification regarding the funds requested by JRH Vehicles. In <br />response, Chairman White explained the following: portion of the building <br />located in Cabarrus County will have a value of $2.9 million; JRH Vehicles is <br />requesting the County consider providing a grant to construct the facility. <br />With there being no one else to address the Board, Chairman White <br />closed the public hearing. <br />Vice Chairman Mynatt stated she was unaware that warehousing is <br />included in the grant program. John Day, County Manager, explained there is <br />a very active warehousing industry in Cabarrus County. He further noted that <br />this facility will include a viewing area where the public can watch cars <br />being restored or can view cars on display. <br />UPON MOTION of Commissioner Carrut h, seconded by Commissioner Poole, <br />and carried by Chairman White, Vice Chairman Mynatt, and Commissioners <br />Carruth and Poole, with Commissioner Privette voting against, the Board <br />authorized an economic development grant (3-year, 85 percent) for JRH Vehicle <br />pursuant to the Economic Development Grant Program effective October 20, 2008 <br />and authorized the County Manager to execute the Agreement on behalf of the <br />Board, subject to review and/or revision by the County Attorney. <br />EDC - Economic Development Grant Request for The Old_ <br />~mcnr Proiect and Public Hearing - 6:30 P.M. <br />
