July 20, 2009 (Regular Meeting) <br />Page 1505 <br />Vice Chairman Mynatt seconded the motion, and it was unanimously <br />carried to table the Economic Development Grant request for The Old Creamery <br />Redevelopment Project until August 17, 2009 with discussion to be held at the <br />August 3, 2009 Agenda Work Session. <br />- Repeal o£ <br />Jonathan Marshall, Commerce Director, presented information related to <br />the need to repeal County Ordinance No. 2008-19 (Appendix A of the Floodplain <br />Ordinance). Mr. Marshall stated the following: in the fall, an appendix <br />was presented to the Board to make required changes to the floodplain <br />ordinance; later, more changes were made to the body of the ordinance, which <br />in turn made Appendix A repetitive; etc. <br />Chairman White opened the public hearing at 7:23 p.m. The public <br />hearing notice was posted on the County's website on July 9, 2009 in <br />accordance with Article 2, Administration, Section 2.1 (use of electronic <br />means to provide public notices) of the Cabarrus County Code of Ordinances. <br />With no one present to address the Board, Chairman White closed the <br />public hearing. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole, <br />and unanimously carried, the Board voted to repeal Cabarrus County Ordinance <br />2008-19 (Appendix A of the Floodplain Ordinance). <br />(G-4) Commerce - CDBG Scattered Site Amendment and Public Hearing - 6:30 <br />P.M. <br />Jonathan Marshall, Commerce Director, presented information related to <br />a request to reallocate $100,000.00 from the relocation line item to the <br />housing rehabilitation line item of the Community Development Block Grant <br />(CDBG) Scattered Site Housing Program. He explained that this year's plan <br />included $100,000.00 to relocate an individual who is no longer eligible due <br />to exceeding the income requirements. He asked to reallocate those funds to <br />rehabilitation so that two or three additional homes can be served. He also <br />stated a budget amendment is not required because the funds will remain <br />within the same plan. <br />Chairman White clarified that family members moved in with the <br />applicant to provide assistance. <br />At 7:24 p.m., Chairman White opened the public hearing o <br />Site Amendment. The Public Hearing Notice was published <br />12, 2009 in THE INDEPENDENT TRIBUNE. He reported the grant request will include funding for the <br />following programs: the Elderly and Disabled Transportation Assistance <br />Program (EDTAP) - $126,523.00; the Employment Transportation Assistance <br />Program (ETAP) - $20,604.00; and the Rural General Public (RGP) Program - <br />$96,820.00. <br />At 7:26 p.m., Chairman White opened the public hearing on the Rural <br />Operating Assistance Program (ROAP) grant application. The Public Hearing <br />Notice was published on July 8 and July 10, 2009 in THE INDEPENDENT TRIBUNE <br />in English and Spanish. The Notice was also posted on the County's website <br />on July 7, 2009. <br />
