August 3, 2009 (Work Session) <br />Page 1516 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 3, 2009, at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Commissioners: Elizabeth F. Poole <br />Coy C. Privette <br />Absent - Vice Chairman: <br />Commissioner: <br />Also present were John <br />Attorney; Mike Downs, Deputy <br />Manager; Kay Honeycutt, Clerk <br />to the Board. <br />Call to Order <br />Grace M. Mynatt <br />Robert W. Carruth <br />Day, County Manager; Richard M. Koch, County <br />County Manager; Pam Dubois, Deputy County <br />to the Board; and Lyndsay Hayes, Deputy Clerk <br />Chairman White called the meeting to order at 3:92 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the Agenda as written. <br />Additional Agenda Items <br />The Board reviewed additional items proposed to be placed on the August <br />17, 2009 Agenda. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Privette, <br />and unanimously carried, the Board approved the following list of additional <br />items for the August 17, 2009 Agenda: <br />Consent: <br />• Aging - Approval of Title V (SCSEP) Contract and Budget Amendment for <br />FY10 Funding <br />• DSS - Child Support Awareness Month - Proclamation <br />• Finance - Budget Amendment (Oncompleted Projects from FY 2009) <br />• Parks - Approval of Matching Incentive Grant Requests for FY 2009-2010 <br />and Adoption of Related Budget Amendment - ($82,238.00) <br />• Sheriff's Department - Award Service Weapon to Retiring Captain Teresa <br />A. Sma11 <br />• Sheriff's Department - 800 MHz Digital Radio Purchase <br />• Soil and Water Conservation - State Water Resources Grant for <br />Streambank Stabilization - Resolution <br />• Tax Administration - Refund and Release Reports - July 2009 <br />Appointments: <br />• Appointments (Removal) - Nursing Home Community Advisory Committee <br />• Appointments - Adult Care Home Community Advisory Committee <br />• Appointments - Region F Aging Advisory Committee <br />Reports: <br />• Request for Application to County Boards/Committees <br />• Tourism Authority - Fourth (4th) Quarter 2009 Financial Update <br />BOC - Budget Amendment - (Additional Capital Outlay Funding for Connect-ED <br />_ ___. _.. _ __- .. _~__~ r_- n_v_-_.._ n_.. _. a._ c..l.,...i .. _ <br />Chairman White asked if the $257,000.00 budget amendment for funding <br />for the Connect-ED System and ADM Allocations for Cabarrus County Schools has <br />changed since the last meeting. <br />John Day, County Manager, pointed out that page 10 of the Agenda shows <br />where the School Board already appropriated money for both items out of the <br />County's Capital Outlay allocation. <br />In response to questions from Chairman White, Commissioner Poole agreed <br />that this item could be removed from the agenda.
