August 17, 2009 (Regular Meeting) Page 1533 <br />Currently, AT&T is providing our selective routing service for the E9- <br />1-1 system for all three PSAP's (Concord, Kannapolis, and Sheriff). This <br />AT&T technology has not changed much since the initial implementation in <br />1994. Intrado provides a new NG9-1-1 selective routing service which <br />integrates voice and data, enabling a more efficient accommodation of new <br />technologies like Vo1P, while providing more control over E9-1-1 call <br />routing. This routing service not only is more efficient and robust, but <br />actually costs less per month than the current AT&T system. On an average <br />the county can expect to see a savings in the range of $5,000.00 to <br />$10,000.00 per month. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Lease Agreement between Cabarrus <br />County and Intrado, Inc. for the NG9-1-1 selective routing service and <br />authorized the County Manager to execute the Agreement on behalf of Cabarrus <br />County, subject to review or revisions by the County Attorney. <br />Captain Teresa A. Small will retire from the Cabarrus County Sheriff's <br />Department on August 28, 2009. It is requested that Captain Small's service <br />weapon, a Siq Sauer, 90 Caliber, Model P266 Serial No. U689290, be declared <br />surplus and awarded to her for the price of $1.00, upon her retirement from <br />the Sheriff's Department, pursuant to N.C.G.S. 20-187.2. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board declared surplus and authorized the award of <br />the service weapon (Sig Auer, 90 Caliber, Model P266, Serial No. 0689290) for <br />the price of $1.00 to Captain Teresa A. Sma11 upon her retirement from the <br />Sheriff's Department, pursuant to N.C.G.S. 20-187.2. <br />(F-11) Sheriff's Department - 800 MHz Digital Radio Purchase <br />The Sheriff's office is requesting to purchase 80 (eighty), digital, <br />800 MHz radios in the amounts of (30) mobiles and (50) portables. This <br />purchase request is already budgeted, but needs board approval due to the <br />amount of purchase. This radio purchase is consistent with the current <br />digital migration and interoperability plan for the county. Motorola <br />currently has a trade-in allowance for the analog radios we are replacing. <br />This trade-in allowance is $550.00 per portable and $400.00 per mobile which <br />is better than a direct sales rate. This trade-in will save the county <br />$39,500.00 towards the purchase of these new digital radios. The total cost <br />with trade-ins for the 80 radio units is $286,997.11. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the purchase of 80 (eighty), 800 Mhz, <br />digital radios on State Contract from Motorola, and to surplus 80 (eighty), <br />800 Ms, analog radios to be used as a trade-in allowance. <br />Soil <br />is Grant for <br />A resolution of support is required as part of a grant proposal <br />Cabarrus SWCD has submitted to the N.C. Division of Water Resources for funds <br />to restore and stabilize a stream bank segment on Cold Water Creek as it <br />flows through Emma C. Lomax Incubator Farm property. The county contribution <br />to this project as proposed in the budget primarily consists of 1) in-kind <br />contributions of land value and 2) in-kind contributions of staff time by <br />Cabarrus SWCD and state Division of Soil and Water Conservation employees. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-21 <br />Resolution <br />WHEREAS, the Cabarrus County Board of Commissioners desires to sponsor the <br />stream restoration of Cold Water Creek on the Cabarrus County Elma C. Lomax <br />Incubator Farm. The project will require removal of tree debris from the <br />stream channel and restoration of an eroding bank on Cold Water Creek. <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br />
