September 21, 2009 (Regular Meeting) Page 1564 <br />allocated for the Title V program. The County absorbs five overflow <br />positions. There is a reduction of three positions in this program for <br />FY2010 under the current Title V program contract from the State. Due to the <br />reduction from State of three Title V positions, we respectfully request the <br />approval of five additional part-time Title V positions (22 positions for the <br />current Title V (SCSEP) program, 8 positions for the Title V Recovery Act <br />(ARRA) program and 5 positions to allow for over enrollment into the Title V <br />program). This will allow the Department of Aging to maximize the funding <br />for these two programs. There will be a total of 35 part-time positions <br />funded by these Title V grant funds. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the contract between Cabarrus County <br />and Centreline Council of Government and the additional five part-time <br />positions for the Title V SCSEP Program. In particular, the BOC desires to <br />encourage development and redevelopment within municipal boundaries where <br />supporting infrastructure already exists and in areas where in fill <br />development or redevelopment may spur additional investment. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Economic Development Grant <br />Program as revised with an effective date of September 21, 2009. <br />- 2010 Grant Preiaet Ordinan na. Rola1-.cA a,,.a..er• ame...9me..t _ <br />Cabarrus County and the City of Concord plan to enter into an agreement <br />for the Home Investment Partnership Program (Scattered Site Housing <br />Rehabilitation and Replacement Housing). In accordance with N.C.G.S. 159- <br />13.2, a project ordinance is needed for grant projects administered by the <br />County to fund the partnership program. Authorization is also requested to <br />allow the County Manager to execute the agreement. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board adopted the 2010 Grant Project Ordinance, <br />adopted the related budget amendment, approved the Home Investment <br />Partnership Program Annual Agreement and authorized the County Manager to <br />execute the agreement between the City of Concord (lead entity) and Cabarrus <br />County, subject to review and/or revisions by the County Attorney.
