October 5, 2009 (Work Session) <br />Page 1643 <br />Mr. Downs asked whether the County should only pursue the Afton Ridge, <br />International Business Park and the old fairgrounds properties. Chairman <br />White concurred stating he would like input from the other Commissioners on <br />the matter as well. <br />Commissioner Carruth queried Mr. Downs whether the addition of more <br />brick and the elimination of some glass would affect the building's LEED <br />certification requirements. Mr. Downs assured the Board upon recommendation <br />of the architects it would not affect the LEED-certified requirements. <br />Commissioner Carruth discussed some previous scenarios where County <br />properties were under construction and unexpected additional costs were <br />incurred. He stated the Board needs to seriously look at the fact that <br />although the hard costs may be equal, the costs will not be equal at the <br />conclusion of the project. He surmised development costs will be augmented <br />at the old fairgrounds because of the review process that will progress until <br />completion of the project. <br />Vice Chairman Mynatt concurred with the ranking order of the sites <br />mentioned by Chairman White. She expressed her interest and preference in <br />the Afton Ridge property because of the easy access and the possibility of <br />the placement of two buildings. Mr. Marshall affirmed the last parcel on the <br />Afton Ridge property could contain two buildings. She noted Coldwater Ridge <br />is not an option because of the location and further noted the International <br />Business Park location would be an oddity for County governmental buildings. <br />She concluded Afton Ridge is the most logical choice and should be the first <br />site pursued. Commissioner Poole agreed with the Afton Ridge location as <br />well because of the accessible existing infrastructure. Commissioner <br />Privette opted for the Afton Ridge and the old fairgrounds locations. <br />Chairman White requested the Afton Ridge property be pursued and hard costs <br />calculated for the old fairgrounds property. He also requested a table of <br />costs be forwarded to the Board for review prior to the October 19, 2009 <br />meeting. <br />VPON MOTION of Commissioner Poole, seconded by Vice Chairman Mynatt and <br />unanimously carried, the Board voted to place the new Governmental Office <br />Complex update on the October 19, 2009 Agenda as a New Business item. <br />Emergency Management - Dissolution of the Fire Protection District Commission <br />for Cabarrus County <br />Steve Langer, Fire Marshal, requested the Board dissolve and no longer <br />appoint individuals to the Fire Protection District Commission for Cabarrus <br />County. He explained the Commission's purpose is to administer the fire <br />district tax; however, the duties have always been performed by the Board of <br />Commissioners, therefore, the Fire Protection District Commission is not <br />necessary. He requested the item be placed on the Consent Agenda. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Dissolution of the Fire <br />Protection District Commission for Cabarrus County on the October 19, 2009 <br />Agenda as a Consent item. <br />Parka DeAartment - Carolina Thread Trail Greenway Maeterplan Presentation <br />Londa Strong, Parks Director, reported on the completion of the final <br />draft plan for the Carolina Thread Trail and the collaborative efforts put <br />forth by the municipalities and County departments on the plan. She <br />announced Travis Morehead from Carolina Thread Trail is present to give a <br />brief overview of the plan. <br />Travis Morehead, Carolina Thread Trail Community Coordinator, Catawba <br />Lands Conservancy, provided a regional update about the Carolina Thread Trail <br />plan. He discussed the following specifics: the plan consists of a 3-phase <br />process and is currently in the third phase; he is presenting the plan to <br />various advisory boards and municipalities; the cities of Concord, <br />Kannapolis, and Harrisburg have all approved the plan as presented; he will <br />be meeting with Mt. Pleasant's town board tonight; Midland's planning board <br />has reviewed the plan and is in the final recommendation stage; the County's <br />Planning and Parks boards have reviewed and recommended the plan for Board <br />approval; Carolina Thread Trail has been a year-long process which began back <br />in January; Cabarrus County had the largest public response to a survey <br />regarding the plan - 730 citizens participated; survey results revealed: 93~ <br />- most important benefit is exercise; 878 - recreation; 92$ support the plan; <br />5~ support the plan with changes; the plan is destination driven; citizens <br />
