No action was required. <br />(I-2) Request for Applications for County Boards/Committees <br />Chairman White announced applications are being accepted for the <br />following County boards/committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Preservation and Protection Advisory Committee <br />• Concord Planning and Zoning Commission (ETJ) <br />• Criminal Justice Partnership Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Nursing Home Community Advisory Committee <br />• Region F Aging Advisory Committee <br />• Transportation Advisory Board <br />Chairman White urged Cabarrus County citizens to consider serving on a <br />County board or committee and interested parties may obtain information on <br />the County's website or by contacting the Clerk. <br />(J) GENERAL COMMENTS BY HOARD MEMBERS <br />Commissioner Privette commented on the County's current unemployment <br />rate of 11.4 percent which exceeds the national unemployment rate. He <br />implored the County Manager and staff to take this information in <br />consideration when preparing the upcoming year's budget. <br />(K) WATER AND SEWER DISTRICT OF CAHARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />Closed Session - <br />Business in the Area Served by this Body as Authorized by NCG3 143- <br />318.11(a)(3) and (4) <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to come out of Closed Session at <br />7:39 p.m. <br />Hoard of Elections - Afton Ridge Site <br />Several Board members reported being personally contacted, directly or <br />via a third party, by certain elected officials or Board of Election (BCE) <br />members who expressed opposition towards the Afton Ridge site as a potential <br />location for the BCE office. Issues raised were as follows: computer <br />connections, access to mapping, increased driving distance for voters living <br />in the remote areas of the county and returning voting boxes, etc. A lengthy <br />discussion ensued. Issues addressed included the following: renovating <br />existing vacant buildings within the city limits; numerous other potential <br />sites were considered and found to be unsuitable by Elections staff; <br />according to Election officials, their current location is adequate; concrete <br />repairs made to the Election building are only anticipated to last one year; <br />the need for the Chairman and Vice Chairman to meet with certain members of <br />the Board of Election to discuss the issue in the immediate future; the need <br />to resolve development issues with Concord for the old fairgrounds property; <br />etc. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to go into Closed Session for the <br />purposes set forth above. Mike Downs, Deputy County Manager, was invited to <br />join the Board in closed session <br />
