December 7, 2009 (Work Session) Page 1714 <br />Commissioner Carruth advised the item was tabled last month because <br />additional research was needed; it is still uncertain what else needs to be <br />done on the situation other than having a discussion; a draft resolution has <br />been completed; and it is a complicated issue. He talked about issues <br />relating to climate change and what effect human beings may have on the <br />change; what- action is required to reduce carbon emissions and the transition <br />period which would create the least impact on jobs. <br />A discussion ensued lead by Chairman White regarding carbon emissions <br />and whether the media is accurately reporting information on the subject. He <br />advised the County is doing everything from a sustainability standpoint. <br />Commissioner Carruth provided information on the County's sustainability <br />efforts such as the purchase of the hybrid vehicle and higher fuel-efficiency <br />vehicles, recycling, and land-use planning. Vice Chairman Mynatt stated <br />because of all of the concerns and controversies in Washington, it is too <br />premature to do a resolution. She said the County needs to wait and see if <br />there will be a bill that needs to be voted on and what it contains. She <br />also noted that giving companies incentives for improving their product or <br />processes is more effective. <br />Commissioner Carruth mentioned an example of such a company is SBM <br />Solar, Inc. which has been discussed earlier in this work session meeting. <br />He advised the company is requesting an incentive grant so it can create a <br />better way to generate solar-based energy. <br />Commissioner Poole spoke about the risk of Cabarrus County being in a <br />non-attainment area and how every business will be greatly affected by it. <br />She stated money is available for companies to replace old, heavy-polluting <br />earth-moving equipment which would help reduce pollutants in the environment. <br />There was further discussion, but no action was taken. <br />BOC - Resolution Establishing the 2010 Meeting Schedule <br />Chairman White reviewed the resolution establishing the Board's 2010 <br />meeting schedule. Following a brief discussion, the Board agreed to schedule <br />the Board's retreat for February 26-27, 2010. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Resolution Establishing <br />the 2010 Meeting Schedule on the December 21, 2009 Agenda as a Consent item. <br />Commerce - Census Complete County Committee Update <br />Jonathan Marshall, Commerce Director, advised the Census Bureau asked <br />the County to form a local Complete Count Committee for 2010 to publicize the <br />2010 census. He reported the following information: the County met with all <br />of the cities in Cabarrus County about forming a collaborative census effort; <br />the County will be holding an organizational meeting tomorrow at 3:00 p.m. in <br />the Commissioners' Meeting Room; the purpose of the meeting is to explain why <br />a Complete Count Committee is formed, to gauge the interest of those <br />represented, and how they feel will be the best way to publicize the <br />information attained; Lisa Crawford of the Census Bureau will be present at <br />the meeting to address issues relating to what a Complete Count Committee <br />entails; notification was sent out to a broad range of groups across the <br />county; the County wants to receive input from various groups that represent <br />ethnicities, religious organizations, schools, other governmental agencies, <br />non-profit organizations and neighborhood associations; and neighborhood <br />association databases will be utilized to make sure the County is notifying <br />as many people as possible.
