Cabarrus County Website www.cabarruscounty.us <br />Cabarrus County's website provides information on how to do <br />business with the County, Department listings, and news of County <br />interest. <br />B. Online-Catalogs/Ordering <br />The County is currently using internet online catalogs and <br />ordering capabilities for office supplies (designated Contract <br />vendor) and other operational supplies as needed. Each Department <br />Head authorizes designated employees as users to access and place <br />orders through the internet contract catalog. <br />The Purchasing Office continues to expand its program of ordering <br />goods through selected vendors' internet catalog and ordering <br />capabilities. <br />Article 8 <br />CONSTRUCTION CONTRACTING <br />All construction or repair projects <br />$5,000 or more must comply with the <br />competitive bidding procedures <br />Statutes. The procedure depends on <br />outlined below. Note: Building <br />typically handled by the General <br />Purchasing Agent <br />that involve expenditures of <br />prescribed formal or informal <br />of North Carolina General <br />the size of the contract as <br />Construction contracts are <br />Services Administrator and <br />I. FORMAL BIDS ($500,000 or more) <br />For all building projects that cost more than $500,000, separate <br />specifications must be drawn for each of the following four (4) <br />branches of work: <br />1. Heating, ventilating, air conditioning and accessories <br />and/or refrigeration for cold storage <br />2. Plumbing and gas fittings and accessories <br />3. Electrical wiring and installation <br />4. General work relating to the erection, construction, <br />alteration or repair of the building(s) that is not <br />included in the first three (3) branches of work <br />The statutes list five (5) competitive bidding methods from which <br />to choose for construction of building projects estimated to cost <br />more than $500,000: <br />1. Separate Prime Bidding <br />Separate bids must be received for each of the categories of work <br />(listed above) for which specifications are prepared. Each <br />contractor is directly liable to the County and to the other <br />contractors for fully performing its contractual duties and <br />obligations in accordance with the plans and specifications. A <br />separate contract is awarded for each of the listed branches of <br />work. <br />2. Single-Prime Bidding <br />In single-prime contracting, the contractors bid on performing <br />all the work required by the project for a specified price. The <br />selected contractor hires and supervises the subcontractors used <br />for various parts of the work. Bidders under the single-prime <br />approach must identify in their bids the subcontractors they <br />intend to use for the four (4) branches of work. One contract is <br />awarded to the prime contractor. <br />3. Dual Bidding <br />Single-prime and Separate-prime bids can both be accepted for a <br />construction project. If this method of solicitation is used the <br />contract can be awarded to either the lowest responsible single- <br />prime or the lowest responsible separate-prime bidders. The dual <br />
