Work with Purchasing to promote good will between the <br />County and its vendors. <br />D. Purchasing Functions for County Departments <br />1. Initial a purchase requisition to purchase specified <br />supplies, materials, and equipment; <br />2. Determine needed quantity and general type or character of <br />supplies, materials, and equipment; and, date by which the <br />delivery is required; <br />3. Anticipate the needs in advance and initiate requisitions <br />allowing adequate time for the process; <br />4. Refuse to accept any shipment or delivery that fails to <br />meet the terms of the purchase; <br />5. Report any failure to deliver by the designated time to <br />Purchasing; <br />6. Make all emergency purchases through Purchasing normal <br />business hours whenever possible; <br />7. Advise the Purchasing Agent of any change in plans or <br />programs that may affect the purchase or use of supplies, <br />materials or equipment; and, <br />8. Advise the Purchasing Agent of the appropriateness and <br />suitability of commodities, equipment and services <br />furnished. <br />Article 3 <br />ETHICS IN COUNTY CONTRACTING <br />Ethics Statement <br />"The Purchasing staff is governed by the highest ideals of honor <br />and integrity in all public and professional relationships .in <br />order to merit the respect and inspire the confidence of Cabarrus <br />County and the public we serve." <br />I. ETHICAL CONDUCT <br />The policies of Cabarrus County require that all business shall <br />be transacted in compliance with law and shall be conducted in <br />conformance to the highest ethical standards. The proper <br />operation of government requires that public employees be <br />independent, impartial, and responsible to the citizens, and that <br />the public positions not be used for personal gain. <br />II. CONFLICT OF INTEREST <br />The policies of Cabarrus County prohibit business transactions <br />with their respective officials and employees, either directly or <br />indirectly. This policy is fully applicable to the Purchasing <br />Office. NCGS ~ 14-234 makes it a misdemeanor for a public <br />official to benefit from contracts with the unit for which he/she <br />works or represents. <br />III. EQUAL OPPORTUNITY <br />It is the policy of Cabarrus County to: (1) provide minorities <br />equal opportunity to participate in all aspects of the County <br />contracting and purchasing program, including but not limited to, <br />participation in procurement contracts, professional and other <br />services contracts, ad construction contracts; (2) prohibit <br />discrimination against any person or business in pursuit of these <br />opportunities on the basis of race, color, sex, religion, <br />disability or national origin, and to conduct its contracting and <br />purchasing programs so as to prevent any discrimination and to <br />resolve all claims of such discrimination. <br />IV. GIFTS AND FAVORS <br />NCGS ~ 133-32 makes it a misdemeanor to give or to receive gifts <br />and favors in the context of contracting. This law applies to any <br />officer or employee who prepares plans, specifications, awards, <br />or administers contracts. Cabarrus County's policy is that no <br />employee shall engage in any transaction, which is incompatible <br />with the proper discharge of his or her official duties in the <br />
