January 11, 2008 (Recessed Meeting) Page 677 <br />While awaiting the arrival of Rick Payne, the Solid Waste Manager, <br />there was a general discussion on the complaints and issues related to the <br />new recycling service and charges provided by Allied Waste Services. John <br />Day, County Manager, reported on how the County disseminated the information <br />on the new recycling service and costs to the public. He also addressed how <br />an informational flyer produced by Allied Waste Services did not contain the <br />cost of the recycling service and that Allied did not mail a letter to its <br />customers as promised. <br />Rowan Cabarrus Community College - Presidential Search Committee <br />Chairman White reported Irvin Newberry, a member of the Board of <br />Trustees for Rowan-Cabarrus Community College (RCCC), asked if the Board was <br />interested in having a participant on the Presidential Search Committee for <br />the college. He stated the Committee plans to meet on February 19, 28 and <br />March 19, 2008 at 9:00 p.m. at the North Campus. <br />As the RCCC liaison, Commissioner Carruth agreed to serve on the <br />Committee. <br />Old Bethel School Project <br />Chairman White reported the Midland Town Council wants to have a joint <br />meeting in February to discuss the old Bethel School project. The Board <br />agreed to invite the Midland Town Council to its February Agenda Work Session <br />at 6:30 p.m. <br />Recycling Issues - Continued <br />Rick Payne, Solid Waste Manager, presented a draft letter to customers <br />of Allied Waste Services, authored by Linda Ashendorf of Allied Waste <br />Services and County staff: Aimee Hawkins and Rick Payne. The letter <br />apologized for the omission of the recycling fee in Allied's flyer, addressed <br />the fuel surcharge, etc. The Board reviewed the draft letter and proposed a <br />few changes. <br />There was a general discussion on the recycling program and the fee for <br />disposal of individual household municipal solid waste [up to five 32-gallon <br />bags - $9.00]. Mr. Payne pointed out that customers can receive a $2.00 <br />credit for bringing two grocery-size bags of recyclable materials with their <br />solid waste and suggested the credit be increased. <br />John Day, County Manager, recommended the recycling credit be increased <br />to $4.00. <br />Commissioner Carruth left at 1:47 p.m. and was not present for the <br />remainder of the meeting. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the revised Solid Waste <br />Management Fee Schedule on the January 22, 2008 Agenda as a Consent item. <br />Mr. Payne also addressed the disposal costs for individual household <br />municipal solid waste charged at the BFI landfill. <br />Adjournment <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the meeting adjourned at 1:50 p.m. <br />Clerk o t Bo d <br />
