He also reported there had been discussion on asking Mr. White to <br />meet with County staff in Concord. <br />Commissioner Mynatt announced she is the developer of the Burnt Mill <br />subdivision project and commented on the following issues: the need to <br />review the pros and cons of the APF Ordinance; the impact to developers and <br />related businesses; and the need to follow city and county planning <br />regulations instead of developing a minor subdivision. <br />At the request of Commissioner Mynatt, Ms. Morris explained how <br />available capacity is calculated. <br />Commissioner Mynatt also stated the need to have a public dialog so <br />developers and related businesses will know what to expect in the future. <br />Being the owner/developer of Burnt Mi11 subdivision, Commissioner Mynatt <br />MOVED to recuse herself from voting on the Reservation of Capacity <br />Certificate. The MOTION was seconded by Commissioner Carruth and unanimously <br />carried. <br />There was a short discussion on what action to take and when. <br />Commissioner Carruth MOVED to place the Reservation of Capacity <br />Certificate for the Burnt Mill subdivision on the March 17, 2008 Agenda as a <br />New Business item. Vice Chairman Juba seconded the motion. <br />After checking their calendars, it was determined that the March <br />regular meeting is scheduled for the 29tH, not the 17cn <br />Commissioner Carruth AMENDED his MOTION to change the date from March <br />17 to March 24, 2008. Vice Chairman Juba seconded the amended motion. <br />After discussion, the AMENDED MOTION carried with Chairman White, Vice <br />Chairman Juba and Commissioners Carruth and Privette voting for and <br />Commissioner Mynatt abstaining. <br />Parka Department - Pa~.roll Statue of Summer Day Camp Counselors from Contract <br />Personnel to Temporary Part-Time Employees & Related Budget Amendment <br />Don Cummings, Human Resources Director, presented information related <br />to changing the payroll status of Summer Day Camp Counselors from contract <br />personnel to temporary part-time employees and the related budget amendment. <br />UPON MOTION of .Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the following item on the <br />February 18, 2008 Agenda as a Consent item: Payroll Status of Summer Day <br />Camp Counselors from Contract Personnel to Temporary Part-Time Employees and <br />Related Budget Amendment. <br />Update - Courthouse Project (Courthouse Tours - Spotaylvania fi Fluvanna) <br />John Day, County Manager, reported tours of courthouses in Virginia are <br />being rescheduled due to scheduling conflicts. <br />Update - Growth Management - Concord <br />John Day, County Manager, reported the Request for Qualifications <br />(RFQ's) has been issued related to the agreement between Concord and Cabarrus <br />County for zoning and utility extensions. <br />Update - Blue Ribbon Committee <br />John Day, County Manager, announced the Blue Ribbon Committee will meet <br />on Thursday, February. 7, 2008 at the Governmental Center in the Multipurpose <br />Room at 7:30 a.m. <br />Update - Board Retreat <br />John Day, County Manger, reminded Board members to submit their retreat <br />homework. He announced the Board will hold its annual retreat on Friday, <br />March 7, 2008 from 10:00 a.m. to 5 p.m. and on Saturday, March 8, 2008 from <br />8:30 a.m. to 5 p.m. at Camp T. N.
