By <br />federal regulations, the consumer contributions are to be reallocated to <br />expense line items and expended prior to additional funds being requested of <br />the Area Agency on Aging. This budget amendment allocates $730.00 in funds <br />already received. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF COMMERCE - COMMUNITY DEVELOPMENT <br />AMOUNT: $730.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To allocate consumer contributions to the Housing and <br />Home Improvement program. The program requires that contributions be <br />expended prior to requesting additional funds. <br />Account No. <br />00163250-6622 <br />Home Improvement <br />00193250-9389-HHI <br />Materials - HHI <br />Present <br />Approved Budget <br />$0.00 <br />Program Fees <br />$18,600.00 <br />Increase Decrease <br />$730.00 <br />$730.00 <br />Revised Budget <br />$730.00 <br />$19,330.00 <br />(F-5) Future Government Complex - Cabarrus Avenue (Old Fairgrounds) <br />Currently ADW Architects, Inc. is performing a physical inventory of <br />several county buildings to assist with future budgeting of preventive <br />maintenance as well as potential large capital expenditures. In addition, <br />ADW is completing a space needs/staffing study of county departments and <br />providing recommendations on how the county can meet these needs in the <br />future. A basic plan for the proposed "Government Complex" is included <br />within the scope of this study. These findings and recommendations will <br />provide the foundation of the detailed masterplan that is needed to design <br />the site for the future. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized staff to solicit Request for <br />Qualifications- (RFQ) to complete a detailed "masterplan" for a future <br />government complex on the remaining 10+/- acres of county owned property on <br />Cabarrus Avenue at the old fairgrounds. <br />- Approval of <br />The Optional Relocation Plan was created to define for CDBG and HOME <br />clients what expenses Cabarrus County will reimburse in the event of a <br />voluntary relocation to help the client move into standard housing. This <br />plan has been reviewed by the Division of Community Assistance and the County <br />Attorney. It is modeled after Mecklenburg County's plan. There is a <br />proposed project in this grant cycle that will require relocation of the <br />client if the project proceeds. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Optional Relocation Plan for <br />the CDBG Scattered Site Rehabilitation Program. <br />
