March 10, 2005 (Work Session) <br />Page 745 <br />Pam Dubois, Deputy County Manager, presented a Project Ordinance for <br />the Public School Building Capital Project Fund. She said the project <br />ordinance is needed in order to comply with County policy and procedures. <br />She also responded to questions from the Board. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place the Project Ordinance for the <br />Public School Building Capital Project Fund on the March 29, 2008 Agenda as a <br />Consent item. <br />NACo Preacription Discount Card <br />Chairman White announced area Pharmacists Brian Freeman, with Cannon <br />Pharmacy and Kyle Yoder, with Moose Pharmacy are present to discuss the NACo <br />prescription discount card. <br />Mr. Freeman spoke at length on the negative impact the NACo (National <br />Association of Counties) Prescription Discount Card will have on local <br />pharmacies and the lack of a Board vote or public hearing on the matter. He <br />also presented a packet ofinformation entitled, "Negative Impact of Cabarrus <br />County Prescription Discount Card on Local Pharmacies and the Community" that <br />contained a price comparison of the top 20 medicines with and without the <br />discount card. <br />In response to questions raised by Mr. Freeman and Board members <br />related to the County receiving free trips to attend the March NACo <br />Conference for enrolling in the program, John D. Day, County Manager, <br />reported the County did not receive any free trips to the conference. <br />A general discussion continued and the following issues were addressed: <br />transaction fees charged to the pharmacy by CVS/Caremark to process <br />prescriptions; the local pharmacy's choice to participate in discount <br />programs, or lack there of; government involvement in free enterprise; an <br />exclusive right to a county endorsement; the execution of a contract with <br />CVS/Caremark; the genesis of the program; options to citizens that cannot <br />afford their medicine; lack of pharmacy representation on the program; cost- <br />of the program; etc. <br />After a lengthy discussion, the Board generally agreed to ask the <br />County Attorney to review the contract and report back on any possible <br />recourse. <br />Salloum Ventures LLC - Sale of First Union Bank Building <br />Richard Koch, County Attorney, reported Salloum Ventures, LLC is ready <br />to close on the sale of the former First Union Bank Building in early April. <br />In order to sell the property, he said a resolution containing information <br />about the economic incentives and the impact that project will have on the <br />County must be adopted. He said the resolution would be drafted and asked <br />the Board to place. the resolution on the March 29, 2008 Agenda as a New <br />Business item. _ <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the resolution related to <br />the sale of the former First Union Bank Building to Salloum Ventures, LLC on <br />the March 24, 2008 Agenda as a New Business item. <br />Additional Agenda Items <br />Chairman White reviewed the following list of additional items for the <br />March Agenda: <br />Recognition & Presentations: None. <br />Old Business: None. <br />Consent: <br />• Tax Refund and Release Reports - February 2008 <br />• Proclamation Declaring April 15, 2008, as "Guardian ad Litem Day" <br />• Proclamation Declaring March 2008 as National Athletic Training Month <br />• Resolution Changing County Assembly Day from May 21, 2008 to June 10, <br />2008 <br />• Resolution Celebrating 100 Years of County Unity in Recognition of Our <br />Association's Centennial <br />
