March 13, 2008 (Recessed Meeting) <br />Page 798 <br />adopt a text amendment that defines a reservation of capacity and requires <br />developers to sign a waiver; etc. <br />Jonathan Marshall, Commerce Director, clarified that staff should move <br />forward with Development Agreements and to use some framework to handle <br />projects without capacity at the five year level and beyond. There was no <br />objection from the Board. <br />There was also a short discussion on whether to discuss the Wellington <br />Chase project as part of the recessed meeting.
