March 29, 2008 (Regular Meeting) Page 750 <br />Mr. Wightman also responded to questions from the Board. <br />Thomas Smith, resident of 2397 Barr Road in Concord, stated he sent an <br />email to the Board last week regarding the Monroe/Midland Gas Pipeline and <br />thanked Chairman White and Vice Chairman Juba for their response. He <br />reported residents are receiving offers to purchase right-of-ways by US Mail. <br />He asked if it is legal for Midland to use condemnation since the Town <br />already has natural gas service. He asked for the Board's assistance in <br />testing the legality of the condemnation. <br />Dewey Mesimer, resident 9680 Archer Road in Davidson, expressed <br />opposition for the Monroe/Midland Gas Pipeline and for the amount of money <br />being offered for the sight-of-ways. <br />Jimmy Champion, resident of 10900 Sudbury Road in Davidson, questioned <br />how Commissioners' addresses have to be listed and whether or not they have <br />to be County residents. He reported Commissioner Privette's address is <br />listed as 4720 Moorehead Road, Unit 901, which is a vacant field. Although <br />there are condos at 4721 Moorehead Road, he said Unit 901 belonged to Mr. <br />James Simmons. He asked if a typographical error had been made. He also <br />said Commissioner Privette told citizens he would resign from the Commission <br />when his house sold, but has not. During his family's travels across the <br />eastern seaboard, he said his daughters have been embarrassed by comments <br />made when they tell people where they are from. He said the healing process <br />cannot begin until people stop talking about what happened. He said several <br />years ago he testified before the General Assembly on Salvage Titles and <br />Commissioner Privette asked him to do the "right thing" and now he is asking <br />Commissioner Privette to do the "right thing". <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD HUSINE83 <br />None. <br />(F) CON3ENT AGENDA <br />(F-1) Proclamation Declaring March 2008 ae National Athletic Training Month <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2008-01 <br />Proclamation for National Athletic Training Month <br />Whereas, certified athletic trainers have a long history of proving <br />quality health care for athletes and those engaged in physical activity based <br />on specific tasks, knowledge and skills acquired through their nationally <br />regulated educations processes; and, <br />Whereas, certified athletic trainers provide: prevention of injuries; <br />recognition, evaluation and aggressive treatment; rehabilitation; health care <br />administration; education and guidance; and, <br />Whereas, the National Athletic Trainers' Association represents and <br />supports 30,000 members of the athletic training profession employed in the <br />following settings: professional sports; colleges and universities; high <br />schools; clinics and hospitals; corporate and industrial settings; military <br />branches; and, <br />Whereas, leading organizations concerned with athletic training and <br />health care have joined together in a common desire to raise public awareness <br />of the importance of the athletic training profession and to emphasize the <br />importance of quality health care within the aforementioned settings; and, <br />Whereas, such an effort will improve health care for athletes and those <br />engaged in physical activity and promote certified athletic trainers as <br />allied health professionals; <br />Now, Therefore, I, H. Jay White, Sr., Chairman of the Cabarrus County <br />Board of Commissioners, do hereby proclaim themonth of March as National <br />Athletic Training Month in Cabarrus County, North Carolina.
