April 7, 2008 (Work Session) Page 772 <br />also presented, which included the following: Phase I, 2-story 22,000 sq. <br />ft. building; a future 2-story 16,000 sq. ft. building; future phase - two 2- <br />story 20,000 sq. ft. buildings, future Emergency Medical Services building <br />and secured parking. <br />There was a brief discussion on Concord's plan to close Onion Cemetery <br />Road in the future. <br />Next, Mr. Powell highlighted the following recommendations for the <br />libraries: <br />Main Concord Library Convert to a branch; Build a new NW and Main Library <br />Option A (40,000 sq. ft.). <br />Main Concord Library Add 8,000 sq. ft. to front and renovate; build new <br />Option B smaller 20,000 sq. ft. facility in NW. <br /> Add community room and/or evaluate opportunities with <br />Kannapolis research campus <br />Midland/SE Add 15,000-20,000 sq. ft. branch library <br /> Add new satellite branch depending on continued <br />Harrisburg/SW growth, limited ability to add to existing facility <br /> Add to existing, challenge to add new parking, <br />Mount Pleasant impacted by Midland's Growth/Library Plans <br />Next, Mr. Williams presented information on the structural evaluations <br />that were conducted on the following five buildings: Senior Center; <br />Governmental Center; Human Services Center, Camp Spencer (Helms Hall and <br />Propst Building). Excluding the foundation cracks at Helms Hall, the other <br />four buildings were found to be in good condition with only minor repairs <br />needed. <br />Mr. Madonia presented the following recommendations for roof repairs: <br /> Replacement within 1 -3 years <br />Senior Center Option 1: Standing Seam Metal - Est . Cost - $200,000 <br /> Option 2: Architectural Shingles - Est. Cost - $126,500 <br /> Short Term: Various repairs - Est. Cost - $17,150 <br />Human Services Lonq Term: Replacement within 4-6 years; Replacement of <br />Center areas A1, A2, B, C, & E1 - E5 - Est-. Cost- $1,239,000 <br />Camp Spencer Park <br />Office (Propst) Short Term: Roof replacement - Est. Cost - $7,500 <br />Camp Spencer Park <br />Office (Frank <br />Liske Bldg.) She reported these changes are <br />in response to the Enron issues of the 1990's. <br />
