April 7, 2008 (Work Session) <br />Page 774 <br />Cox Mill High School, which is under construction, is projected <br />to open in 2010 in the western part of Cabarrus County. This <br />school will relieve Northwest Cabarrus and Jay M. Robinson High <br />Schools. <br />The County's Capital Improvements Plan (CIP) includes <br />construction of a new middle school in 2010 in the south central <br />part of the County that would relieve Northwest Cabarrus Middle <br />School, Harris Road Middle School and J.N. Fries Middle School. <br />The CIP also includes a 175-seat addition to Northwest Cabarrus <br />Middle School. <br />The CIP also includes a 200 seat addition at Charles E. Boger <br />Elementary School for 2010. <br />The following table indicates the available school capacity, <br />based on current conditions and the CIP: <br /> Current Planned Planned <br /> Available Capacity Capacity <br />School Capacity 2 Yrs 5 Yrs <br />Charles E. Boger Elementary <br />School 52 79 74 <br />Northwest Cabarrus Middle <br />School -281 -59 135 <br />Northwest Cabarrus High School -717 -585 -585 <br />This table assumes that no redistricting occurs either before or <br />after the new schools planned or under construction are opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist <br />currently, nor does it exist for this subdivision at the two year <br />level. School capacity is also inadequate for this subdivision <br />at the five year review level. (Note that according to Section <br />15-11, Number 5 of the APFO, future available capacity must be <br />"...greater than or equal to the projected enrollment that will be <br />produced by the proposed development for all school types," not <br />just one or two). <br />Recommendation <br />Based on the direction of the Board of Commissioners, until <br />changes are implemented in the ordinance, staff proposes the <br />following: _ <br />1. The project adheres to the following phasing schedule: <br />In calendar year 2008, no more than 10 townhome permits issued. <br />In calendar year 2009, no more than 3 townhome permits issued. <br />2. Mitigation o£ the pro-rata share of the cost of planned <br />capacity, which equals $9,283.00 per residential townhome unit, <br />payable prior to building permitting. <br />She also stated the availability of Mr. Wightman to respond to questions. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Consent Agreement for <br />Wightman Oak's Townhomes on the April 21, 2008 Agenda as a New Business item. <br />Reservation of Capacity Certificate - Alexander Estates Subdivision <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to the Reservation of Capacity Certificate for the <br />Alexander Estates Subdivision project: <br />Mr. Brian Huntley, (10931 Williams Road, Charlotte, NC 28227) <br />requests a reservation of capacity for Alexander Estates <br />Subdivision, which consists of 19 single-family residential lots <br />on +/- 59.35 acres located north of the intersection of Lower <br />Rocky River Road and Morrison Road in unincorporated Cabarrus <br />County. <br />School Capacity Review <br />
