April 21, 2008 (Regular Meeting) Page 786 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North, Carolina on Monday, April 21, 2008, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:32 p.m. <br />Cub Scout Troop 67 from Shadybrook Baptist Church in Kannapolis, <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Cooper Scott, Zach Martin and Mateo Villagomes. <br />Mike Wood, Senior Minister from Concord Christian Church gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of February 4, 2008 <br />(Work Session), February 18, 2008 (Regular Meeting), March 1-5, 2008 (NACo <br />Conference), March 7, 2008 (Board Retreat), March 8, 2008 (Board Retreat) and <br />March 10, 2008 (Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following addition to the agenda and <br />supplemental information: <br />Addition: Item G-8 (Bid Award of Dispatch Furniture Consoles for <br />Sheriff Department - E911 Communication Center to Bramic Creative Business <br />Products Ltd. <br />Supplemental Information: Consent Item F-9 (Proclamation Declaring May <br />2008 as Pet Awareness Month) and Appointments Item H-9 (Park Commission - <br />Applications on File [Richard H. Snyder]). <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board approved the Agenda with the <br />aforementioned changes. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />A. L. Brown I <br />of the <br />- 2008 <br />On behalf of the Board, Commissioner Carruth presented a plaque to <br />Debra Morris, Principal of A.L. Brown High School, Kannapolis, in recognition <br />of being named 2008 Wachovia North Carolina Principal of the Year. <br />Ms. Morris accepted the plaque and expressed appreciation for the <br />recognition. <br />Jnited Methodist Church Women's Group - <br />Drive <br />On behalf of the Board, Commissioner Carruth recognized Carolyn Shores <br />with the Epworth United Methodist Church (EUMC) Women's Group for their <br />participation in the Children's Sabbath Teddy Bear Collection Drive. He <br />announced that the County's Emergency Medical Services (EMS) department <br />provides a teddy bear to children involved in or witnesses to a traumatic <br />event. <br />Ms. Shore reported on the Children's Sabbath Day event and announced <br />that 85 teddy bears were collected during the drive. <br />
