April 21, 2008 (Regular Meeting) <br />Present <br />Account No. Approved Budget <br />00162710-6396 $0.00 <br />Fire Prevention Grant <br />00192710-9362 $9,008.00 <br />Public Education <br />TheBoard awarded the County's financial audit contract to Potter and <br />Company, PA on March 20, 2006 for a three-year period. The proposed fee for <br />2008 was set at $32,500.00. Due to the Enron issue and the financial <br />reporting environment, the Auditing Standards Board issued what will be <br />eleven amendments to existing auditing standards to improve the quality and <br />effectiveness of audits. See the attached memo from our auditors for <br />details. These changes will require additional time, not only for the <br />auditors but also for staff. The proposed new fee will be $36,000.00. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board authorized the Chairperson and the Finance <br />Director to execute the FY 2009 contract including the fee change for <br />compliance with the new auditing standards, subject to the Board of <br />Commissioners approval of the FY 2009 Budget. <br />(F-8) Conoord Library - Budget Amendment (Appropriation of Additional NC <br />Humanities Council Grant Funding - $1000.00) <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />Increase Decrease <br />$1,000.00 <br />$1,000.00 <br />Page 791 <br />Revised Budget <br />$1,000.00 <br />$5,008.00 <br />DEPARTMENT OF LIBRARY - CONCORD <br />AMOUNT: $1,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Appropriate a grant from the North Carolina Humanities <br />Council awarded to the Library for the purpose of sponsoring a "Let's Talk <br />About It" book series. The existing home is beyond repair, so a new home <br />will be constructed on her property. When a project such as this is carried <br />out, the looal entity must have a Relocation Plan to accompany it. The <br />Optional Relocation Plan offers minimal relocation assistance because the <br />program is voluntary. The Plan is as follows: <br />CABARRUS COUNTY, NORTH CAROLINA <br />OPTIONAL COVERAGE RELOCATION PLAN <br />CDBG HOUSING REHABILITATION PROGRAM <br />Organization and Administration <br />The Cabarrus County CDBG Housing Rehabilitation Program (hereinafter called <br />"County") will administer and coordinate all temporary relocation activities <br />resulting from CDBG activities. Citizens displaced by CDBG Housing <br />Rehabilitation Program activities are eligible to receive relocation <br />assistance. The proposed financial assistance is in a form permitted under <br />implementing regulation at 49 CFR Part 24 and the Uniform Relocation <br />Assistance and Real Property Acquisition Policies Act of 1970, as amended. <br />Definition of a "Displaced Person" <br />A displaced individual is someone whose home, which is located within the <br />CDBG Activity Area, is determined to be in a condition too dilapidated to be <br />economically feasible to rehabilitate and will be demolished.
