May 22, 2008 (Recessed Meeting) <br />Page 842 <br />Mrs. Lee reviewed the following proposed change to the Budget <br />Ordinance, Section VII, (B), (7): <br />Upon notification of funding increases or decreases from state, <br />federal or previously approved grant sources, the Manager or <br />Finance Officer may adjust budgets to match. <br />Recess of Meeting <br />The Board took a short break at 9:25 p.m. and reconvened at 9:40 p.m. <br />Capital Improvement Plan (C IP) <br />Mike Downs, Deputy County Manager, reviewed the following capital <br />projects totaling $117,895,958.00 for FY 09: Tax Software/Hardware - <br />$110,000; Government Campus - $9,500,000; Government Center Parking Deck - <br />$150,000, Government Center Multipurpose Room - $100,000; IT Disaster <br />Recovery Plan and Backup - $110,000; Southeast Cabarrus Community Park - <br />$1,000,000; Camp T.N. Spencer - $309,979; Frank Liske Park (Multiple) - <br />$209,698; Elma Lomax Incubator Farm - $1,200,000; Rewiring Arena - $300,000; <br />Concord Library Expansion - $950,000; Detention Center - $60,000,000; 800MHz <br />Radios - $336,000; Courthouse Renovations - Magistrate/Courtroom - $400,000; <br />Public Safety Training Facility Study - $100,000; Mental Health Building HVAC <br />- $300,000; Senior Center Roof - $150,000; Landfill Dozer - $425,000; and <br />Landfill C and D Site Expansion - $1,500,000. Mr. Downs also responded to <br />questions from the Board throughout the presentation. <br />Pam Dubois, Deputy County Manager, reviewed the education portion of <br />the Capital Improvement Plan for FY 09 as follows: <br />Cabarrus County Schools: School Construction - $31,196,960; Land <br />Purchases/Architecture Fees - $2,729,325; and Capital Outlay Expense Funding <br />- $3,500,000. <br />Kannapolis City Schools: Land Purchase/Architecture Fees - $385,391; <br />and Capital Outlay Expense Funding - $590,000. <br />Land/Architect/Engineering/Other Funds: $3,500,000. <br />To pay for these projects totaling $117,895,958, she reported the <br />General Fund will provide $5,395,384, the Capital Reserve fund will provide <br />$10,953,380 and the County will borrow $91,196,690. <br />Five Year Financial Plan <br />Pam Dubois, Deputy County Manager, reviewed the Five Year Financial <br />Plan for the General Fund for FY 09 through FY 13, including revenues and <br />expenses as presented on page 65 in the preliminary budget manual. She and <br />County Manager Day responded to numerous questions from the Board. Further, <br />she reported two additional drafts of the 5-year plan were prepared: Draft 1 <br />included the Blue Ribbon Committee's full recommendations and Draft 2 reduced <br />or delayed some projects. Mr. Day announced one way to address school <br />overcrowding at Harris Road and C.C. Griffin Middle schools is to switch the <br />timing of projects. He pointed out that the jail housing unit is scheduled <br />to be done next fiscal year and could be swapped with-the middle schools. <br />After a brief discussion, Chairman White requested a new 5-year plan be <br />prepared for the May 27, 2006 budget meeting. <br />Recess of Meeting <br />The Board took a short recess at 5:36 p.m. and reconvened at 5:99 p.m. <br />Cabarrus County Schools <br />After introductions, Dr. Barry Shepherd, Cabarrus County Schools <br />Superintendent presented a PowerPOint presentation entitled, "Cabarrus County <br />Schools Budget 2008-09". Topics covered in the presentation included the <br />following: changing demographics; articles from Newsweek and Charlotte <br />Magazine; Funding Sources; Per Pupil Expenditures; 2007 Local School Finance <br />Study; Growth; Ethnicity Report; Limited English Proficient Students; Title 1 <br />Schools; Elementary, Middle, and High School Projections; Age of Facilities <br />and Mobile Onits; Safety concerns; Elementary, Middle, and High School State <br />Rankings; SAT Scores; Graduation Rates; Staff; High Expectations of .the <br />Cabarrus County School System; What the School System Needs to Maintain and <br />
