July 7, 2008 (Work Session) <br />Page 891 <br />The Board of Commissioners for the County of Cabarrus met for an <br />Agenda Work Session Meeting in the Multipurpose Room at the Cabarrus <br />County Governmental Center in Concord, North Carolina on Monday, July <br />7, 2008, at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John Day, County Manager; Richard M. Koch, <br />County Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, <br />Clerk to the Board and Lori Hinson, Deputy Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:32 p.m. <br />Report from Courthouse Architectural Review Committee - August 16 <br />Chairman White reminded the Board that the Report from the <br />Courthouse Architectural Review Committee was tabled at the June 16, <br />2008 meeting. He requested this beplaced on the August 18, 2008 <br />Agenda as a New Business item and stated Judge W. Ervin Spainhour will <br />be available on this date. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner <br />Carruth and unanimously carried, the Board voted to place the report <br />from the Courthouse Architectural Review Committee on the .August 18, <br />2008 Agenda as a New Business item. <br />Schedule "Economic Development 2"a Parking Lots' Meeting <br />Chairman White reported the Parking Lot Incentive meeting was <br />recessed and proposed the Board schedule a three-hour meeting to <br />complete this item. <br />A brief discussion ensued regarding potential dates. After <br />checking their calendars, the Board scheduled the Economic Development <br />2ntl Parking Lot meeting for August 15, 2008 from 8:30 a.m. to 12:00 p.m. <br />Uncut Grass - ReDOrt from Jonathan Marshall <br />Jonathan Marshall, Commerce Director, presented information <br />related to an uncut grass ordinance. He reported the following facts: <br />weed/grass ordinances are uncommon in rural counties; according to <br />local municipalities with this type of ordinance, grass cutting in <br />accordance with an ordinance would be seasonal and would require at <br />least one staff member; contract work is used to cut the grass and then <br />a lien is placed on the property; there are many difficulties enforcing <br />this type of ordinance; there currently is no staff available to <br />enforce this type of ordinance; etc. <br />Mr. Marshall and Richard Koch, County Attorney, responded to <br />questions from the Board. The following issues were addressed: the <br />number and types of complaints received by the County; illegal dumping; <br />costs of extra staff members needed to enforce the ordinance; the <br />process of recouping the cost of cutting the grass; etc. A short <br />discussion ensued. <br />Chairman White requested that Mr. Marshall collect more <br />information relative to this issue and report back to the Board at a <br />later date. <br />Designation of Voting Delegate to NCACC Annual Conference <br />Chairman White reported the North Carolina Association of County <br />Commissioners Annual Conference is being held in August and a <br />designation for a voting delegate is needed. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner <br />Carruth and unanimously carried, the Board voted to place Designation <br />of Voting Delegate to the North Carolina Association of County <br />Commissioners Annual Conference on the July 21, 2008 Agenda as a New <br />Business item. <br />
