July 21, 2008 (Regular Meeting) <br />Page 901 <br />Commissioner Privette requested the following item be removed from the <br />Consent agenda for discussion: Item F-4 (Commerce Department - Buffalo Creek <br />Subdivision Project). <br />A discussion ensued regarding the procedure for removing a Consent <br />Agenda Item after the agenda has been approved. Richard Koch, County <br />Attorney, reported that consideration for the Consent Agenda is a separate <br />matter and in the past, the Board has always recognized the ability of a <br />Board member to remove an item and have it considered separately. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Consent Agenda absent Item F- <br />4, which was moved to New Business as Item G-6. <br />(F-1) Department of ~. Aging - LunahPlue Club NutritionProaram Award of Bid <br />and Contract Approval for Catering Services <br />Sealed bids were received until 2:00 p.m. on May 29, 2008 for catering <br />services. Two bids were received: Varsity B-B-Q ($3.90 per meal, No bid <br />"alternate") and Bateman Senior Meals ($3.90 per meal; $9.00 per meal <br />"alternate"). Specifications were clarified and package was distributed for <br />re-bid. Sealed bids were again received until 2:00 p.m. on June 29, 2008. <br />One (1) bid was received: Varsity B-B-Q ($3.90 per meal; $3.90 per meal <br />"alternate"). "Alternate" includes environmentally-friendly serving <br />disposables. It is the recommendation to award the FY 2009 contract to <br />Varsity B-B-Q in an amount up to $295,000.00. <br />SID TAB[1LATTON <br />Vendor Net. Bid Per Meal "Alternate" Net Bid Per Meal <br />Bateman Senior Meals No Bid No Bid <br />Varsity BBQ $3.90 $3.90 <br />The Notice, "Invitation to Bid for Food Services Contract Cabarrus <br />County Department of Aging Lunchplus Club" was published on the County's <br />website on May 22, 2008. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board awarded the bid to Varsity BBQ at a cost <br />of $3.90 per meal and approved the contract between Varsity BBQ and the <br />Cabarrus County Department of Aging to be executed by the County Manager, <br />subject to review by the County Attorney. <br />- Adequate Publia Facilities Mi <br />The applicant is GHI of West Palm Beach, LLC, 10312 Annie Oakley Trail, <br />Charlotte, NC 28227, The project consists of one (1) multi-family <br />residential building with 19 apartment units on +/-9.717 acres located in the <br />City of Kannapolis. The Cabarrus County Board of Commissioners approved a <br />Reservation of Capacity for the Meadow Creek Apartments project on April 21, <br />2008. The project received administrative site plan approval from the City <br />of Kannapolis on June 26, 2008. An Adequate Public Facilities Mitigation <br />Agreement is now required for the project to proceed. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the attached Adequate Public <br />Facilities MitigationAgreement and authorized the County Manager to execute <br />the agreement on behalf of Cabarrus County. <br />and <br />Every three years the Cabarrus/Iredell/Rowan HOME Consortium must renew <br />the agreement and the accompanying resolution to satisfy HUD regulations. <br />This agreement does not commit the County to activity each year. It only <br />commits the County to participating in name. The annual contract and match <br />funds must be approved to participate annually. This funding is used for <br />housing rehabilitation for the elderly and disabled. The Board has <br />previously approved the match funding and agreed to participate for this <br />fiscal year. This agreement cannot be altered, it is a federal document. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Cabarrus/Iredell/Rowan <br />Consortium Joint Cooperation Agreement for Home Investment Partnership Act, <br />Home Investment in Affordable Housing (a three-year agreement), authorized <br />
