She reported the availability of Pete Cayado and <br />Paul Bonsall, of Ware Bonsall Architects, to respond to questions. <br />Mr. Cayado responded to a variety of questions from the Board. The <br />following issues were addressed: the number of architectural visits utilized <br />within the contract; billing for visits; the need for weekly meetings; the <br />precast cells and need for a structural engineer; etc. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth <br />with Chairman White, Vice Chairman Juba and Commissioner Carruth voting for <br />and Commissioner Privette voting against, the Board approved contract <br />Amendments No. 13 and 14 with Ware Bonsall Architects and authorized the <br />County Manager to execute the amendments. <br />(G-10) Evaluation of Caah Flow for Cabarrus County Tourism Authority as <br />Directed by theCabarrue County Board of Commissioners on Auquat 4, 2008 <br />Pam Dubois, Deputy County Manager, reported the Board directed staff to <br />discuss cash flow needs for the Tourism Authority based on the policy that <br />was approved on the Consent Agenda for a reserve policy of $459,605.00. She <br />stated after evaluating the Tourism Authority's budget of $2.6 million <br />dollars and reviewing their cash needs, $459,605.00 meets and exceeds the <br />cash flow needs for the Authority on an annual basis. She concluded the <br />additional $155,000.00 requested by the Tourism Director at the August Work <br />Session is not necessary for cash flow purposes. <br />A discussion ensued and Ms. Dubois responded to several questions from <br />the Board. Terry Crawford, Tourism Authority Chair, and John Mills, Cabarrus <br />County Convention andVisitors Bureau Director of Finance and Administration, <br />responded to questions from the Board and explained the needs of the Tourism <br />Authority as they relate to reserve funds and cash flow funds now and two <br />years out. <br />At the request of Vice Chairman Juba,Richard Koch, County Attorney, <br />described the options available to the Board under the enabling statute. <br />Further discussion ensued and Mr. Crawford commented on the need for <br />the Tourism Authority to control all the funds and to plant seeds for the <br />future. Further discussion continued. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth <br />with Chairman White, Vice Chairman Juba and Commissioner Carruth voting for <br />and Commissioner Privette voting against, the Board voted to transfer the <br />additional $155,000.00 requested by the Tourism Director at the August agenda <br />work session into the Tourism Authority's budget. <br />(G-11) Communications and Outreach - Request to Broadcast Rowan Board of <br />Commissioners meetings on Channel 22 <br />David Baxter, Channel 22 General Manager, presented a request to <br />broadcast the Rowan County Board of Commissioners meetings on Channel 22. <br />During the presentation, Mr. Baxter responded to questions from the Board and <br />addressed the following issues: the setup with the new updated broadcast <br />system is working well; a request was sent to Rowan County stating if the <br />broadcast of the Rowan County Commissioner Meetings on Channel 22 is approved <br />by this Board, they will air on Saturday nights at 8:00 p.m.; shows will be <br />identifiable as Rowan County Commissioner Meetings; the DVDs of the meeting <br />must be received by Thursday; and there should be no cost to Cabarrus County. <br />He suggested that Rowan County promote the meetings being aired on Channel 22 <br />in print and on the radio. He also responded to questions from the Board. <br />Pam Dubois, Deputy County Manager, presented information related to the <br />resolution approving the amendment of an existing deed of trust securing the <br />prior installment contract financing. She reported the following: the <br />original financing for the Sheriff's Administration building included the <br />construction of the jail housing unit; when the documentation for the <br />collateralization of the loan for the project was completed, a parcel of land <br />UPON MOTION of Commissioner Carruth, .seconded by Commissioner Privette <br />and unanimously carried, the Board approved the broadcast of Rowan County <br />Board of Commissioners meetings on Channel 22 on Saturdays at 8:00 p.m. <br />
