September 8, 2008 (Work Session) <br />Page 948 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session Meetinq in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 8, 2008, <br />at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the <br />Board and Lyndsay Hayes, Deputy Clerk to the Board. <br />Note: Commissioner Privette left the meeting at 3:92 p.m. to attend a <br />doctor's appointment and was not present for the remainder of the meeting. <br />Call to Order <br />Chairman White called the meeting to order at 3:37 p.m. <br />Agenda - New Format <br />John Day, County Manager, reported the Work Session Agenda presented to <br />the Board was generated using new software implemented by the County. He <br />stated this agenda is comparable to a draft of the final agenda. <br />Chairman White reported the Work Session Agenda is accessible on the <br />website and any questions regarding this information can be directed to the <br />Clerk. <br />Roof <br />s <br />Pam Dubois, Deputy County Manager, presented information related to a <br />request for roof replacement at Kannapolis Intermediate School. She reported <br />that excessive rains due to Hurricane Fay caused extensive damage to the <br />gymnasium roof at Kannapolis Intermediate School, and the school board had <br />approached the County with a request to replace that portion of the roof. <br />She stated that Joe Sides, Building and Grounds Maintenance with Cabarrus <br />County Schools (CCS), has prepared two roof replacement options for the Board <br />to consider, said options being a Duro-Last roof or a standing seam metal <br />roof. She proposed to fund the roof replacement with Capital Reserve funds <br />should the Board approve one of the options and stated abudget amendment <br />will be necessary. <br />Ms. Dubois and Will Crabtree, Kannapolis City Schools Director of <br />Business Operations, responded to a variety of questions from the Board. The <br />following issues were addressed: roof repair options; the need for guttering <br />at the school; warranties included in the price of each option; the <br />disruptiveness of roof replacement to classrooms; the slope of the roof on <br />the building; and the application of each option on a slope roof. <br />Chairman White requested the following information be provided to the <br />Board by the Regular meeting: the cost of guttering in both options <br />presented; the maximum pitch on which a Duro-Last roof can perform <br />effectively; the length of time for installment of each option; etc. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the approval of roof <br />replacement for the Kannapolis Intermediate School on the September 22, 2008 <br />Agenda as a New Business item. <br />Economic Development Corporation - Recuest for Endorsement of Certified Site <br />Ryan McDaniels and Clay Andrews, with the Economic Development <br />Corporation (EDC), presented a request for a letter of endorsement for a <br />certified site program for the Concrescere Corporate Park at the corner of <br />Mooresville Highway and Davidson Road. In addition, he provided background <br />information on the certification program and stated this site was chosen due <br />to its location and proximity to the North Carolina Research Campus. <br />Commissioner Carruth MOVED to place the request for endorsement of a <br />certified site on the September 22, 2008 Agenda as a Consent item. <br />Commissioner Mynatt seconded the motion. <br />
