This contract includes the work associated with Phase II of the project and its associated costs. The agreement has been pre-approved by Attorney Rich Koch, ITS Director Debbie Brannan, and Purchasing Agent Sherri Barnhardt. Phase II is essential to moving the imaging project along that DSS.and ITS have been working on. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the contract between Cabarrus County and Northwoods Consulting Partners, Inc. and authorized the County Manager to execute the contract on behalf of Cabarrus County subject to review or revisions by the County Attorney. (F-17) Social Serviaae - Request to Remain a Standard Work First County Every two years Cabarrus County Department of Social Services develops and submits a Work First Block Grant Plan spelling out the goals and activities that the Work First Program will utilize to assist families'-in becoming employed and self-sufficient. This results in a reduced or eliminated need for public assistance. This county plan is approved by the Board of Commissioners .and submitted to the State, where it is reviewed and compiled into the State Work First Block Grant Plan. An initial part of this planning process is the decision to request Electing or Standard county status for CabarrusCounty. Electing status allows the department to develop innovative strategies with State approval, but with the potential of some financial risk to the County. Standard status requires the County to follow the State Work First Block Grant Plan with no financial risk to the County. Cabarrus County is in the unique position of already having waivers granted by the NC General Assembly which allows this department to do some innovative activities which have already proven to be successful, without any financial risk to the County. Because of this, we are once again requesting the Board of Commissioners to decide that Cabarrus County will be a Standard county in FY 2009-2011. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved for Cabarrus County to remain a standard Work First County. :ion of TANF The TANF At-Risk Grant for School Aged Children for $87,500.00 will provide after school intervention for children at various sites throughout the County including the Kannapolis YMCA, West Cabarrus YMCA, and the Cabarrus County Boys and Girls Club. Programs/In-services that will be offered will also include agencies such as the Crisis Pregnancy Center, Project SAFE Cabarrus, and will target children who are at risk of school drop out, .adolescent pregnancy, and gang activity. Parental inclusion will also be a vital component of this grant. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board accepted the TANF At-Risk grant award and adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF SOCIAL SERVICES AMOUNT: $87,500.00
