This contract includes the work associated with Phase II of the <br />project and its associated costs. The agreement has been pre-approved by <br />Attorney Rich Koch, ITS Director Debbie Brannan, and Purchasing Agent Sherri <br />Barnhardt. Phase II is essential to moving the imaging project along that <br />DSS.and ITS have been working on. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and Northwoods Consulting Partners, Inc. and authorized the County <br />Manager to execute the contract on behalf of Cabarrus County subject to <br />review or revisions by the County Attorney. <br />(F-17) Social Serviaae - Request to Remain a Standard Work First County <br />Every two years Cabarrus County Department of Social Services develops <br />and submits a Work First Block Grant Plan spelling out the goals and <br />activities that the Work First Program will utilize to assist families'-in <br />becoming employed and self-sufficient. This results in a reduced or <br />eliminated need for public assistance. This county plan is approved by the <br />Board of Commissioners .and submitted to the State, where it is reviewed and <br />compiled into the State Work First Block Grant Plan. An initial part of this <br />planning process is the decision to request Electing or Standard county <br />status for CabarrusCounty. Electing status allows the department to develop <br />innovative strategies with State approval, but with the potential of some <br />financial risk to the County. Standard status requires the County to follow <br />the State Work First Block Grant Plan with no financial risk to the County. <br />Cabarrus County is in the unique position of already having waivers granted <br />by the NC General Assembly which allows this department to do some innovative <br />activities which have already proven to be successful, without any financial <br />risk to the County. Because of this, we are once again requesting the Board <br />of Commissioners to decide that Cabarrus County will be a Standard county in <br />FY 2009-2011. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved for Cabarrus County to remain a <br />standard Work First County. <br />:ion of TANF <br />The TANF At-Risk Grant for School Aged Children for $87,500.00 will <br />provide after school intervention for children at various sites throughout <br />the County including the Kannapolis YMCA, West Cabarrus YMCA, and the <br />Cabarrus County Boys and Girls Club. <br />Programs/In-services that will be offered will also include <br />agencies such as the Crisis Pregnancy Center, Project SAFE Cabarrus, and will <br />target children who are at risk of school drop out, .adolescent pregnancy, and <br />gang activity. Parental inclusion will also be a vital component of this <br />grant. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board accepted the TANF At-Risk grant award and <br />adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF SOCIAL SERVICES <br />AMOUNT: $87,500.00 <br />
