September 22, 2008 (Regular Meeting) Page 965 <br />On August 11, 2008, the Cabarrus County Board of Education (BOE) <br />approved the purchase of a Temporary Construction Easement from landowners <br />Mr. and Mrs. Daniel Hefner. The Cabarrus County BOE requests the Cabarrus <br />County Commissioners to approve this $7,500.00 acquisition. The $7,500.00 <br />was previously budgeted under the land line item for the new Cox Mill High <br />School. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Temporary Construction <br />Easement Agreement between Daniel B. and Shelly H. Hefner, Cabarrus County <br />and Cabarrus County Board of Education for Cox Mill High School and <br />authorized the County Manager to execute the Agreement, subject to review <br />and/or revision by the County Attorney. <br />(5-12) General Services - Approval of Proposal/Contract for Maintenance and <br />Custodial Sarvicea for the Law Enforcement Center <br />Request for Qualifications (RFQ) Submission deadline for maintenance <br />and custodial service providers at the new Law Enforcement Center has passed <br />and only one (1) submission was received. After review of the RFQ package, <br />General Services requests that a contract with Keith and Keith Corrections be <br />pursued by the County Manager. Keith and Keith Corrections currently provide <br />services for Mecklenburg County Jail Central and Jail North as well as <br />several other county law enforcement locations in North and South Carolina. <br />The RFQ submission met all required criteria and the General Services <br />Director has visited two (2) of the locations where the company is currently <br />providing service. Keith and Keith Corrections are forecasting an operating <br />budget of $330,000.00 for services provided for the existing buildings at the <br />Law Enforcement Center. The County has $350,000.00 budgeted for this <br />service. <br />The Notice, "Request for Qualifications for Maintenance and Custodial <br />Services at the Sheriff's Office and Detention Center", was published on the <br />County's website on August 15, 2008. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner. Carruth <br />and unanimously carried, the Board approved the contract award and authorized <br />the County Manager to execute the contract between Cabarrus County and Keith <br />and Keith Corrections for maintenance and custodial services for the Law <br />Enforcement Center, subject to revision by the County Attorney. <br />On August 19, 2008, the Cabarrus <br />Matching Incentive Grant requests for <br />projects be approved for FY OB-09: <br />County Parks Commission reviewed four <br />Phase 2 and recommends the following <br />Grantee Amount Purpose <br />Fred L. Wilson Elementary <br />School $4,607.00 Picnic Shelter and Gazebo <br />Weddington Hills PTO $2,000.00 Nature Trail and Track Enhancements <br /> Install timers for existing field <br /> lights at Pitts School Elementary <br />Harrisburg Youth Association $12,300.00 School Parks. <br /> Installation of backstops, batting <br /> cages, netting and benches at Cox <br />Odell Recreation Association $16,418.00 Mill Elementary School Park. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Phase 2 Matching Incentive <br />Grant projects as recommended by the Parks Commission and adopted the <br />following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF PARKS <br />AMOUNT: $35,325.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To allocate Matching Incentive Grant funds and <br />appropriate revenue from the grantee for the cash match for the2"a Phase of <br />Matching Incentive Grants as approved by the Cabarrus County Board of <br />Commissioners. <br />.Present <br />Account No. Approved Budget Increase Decrease Revised Budget <br />
