September 22, 2008 (Regular Meeting) Page 965 On August 11, 2008, the Cabarrus County Board of Education (BOE) approved the purchase of a Temporary Construction Easement from landowners Mr. and Mrs. Daniel Hefner. The Cabarrus County BOE requests the Cabarrus County Commissioners to approve this $7,500.00 acquisition. The $7,500.00 was previously budgeted under the land line item for the new Cox Mill High School. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the Temporary Construction Easement Agreement between Daniel B. and Shelly H. Hefner, Cabarrus County and Cabarrus County Board of Education for Cox Mill High School and authorized the County Manager to execute the Agreement, subject to review and/or revision by the County Attorney. (5-12) General Services - Approval of Proposal/Contract for Maintenance and Custodial Sarvicea for the Law Enforcement Center Request for Qualifications (RFQ) Submission deadline for maintenance and custodial service providers at the new Law Enforcement Center has passed and only one (1) submission was received. After review of the RFQ package, General Services requests that a contract with Keith and Keith Corrections be pursued by the County Manager. Keith and Keith Corrections currently provide services for Mecklenburg County Jail Central and Jail North as well as several other county law enforcement locations in North and South Carolina. The RFQ submission met all required criteria and the General Services Director has visited two (2) of the locations where the company is currently providing service. Keith and Keith Corrections are forecasting an operating budget of $330,000.00 for services provided for the existing buildings at the Law Enforcement Center. The County has $350,000.00 budgeted for this service. The Notice, "Request for Qualifications for Maintenance and Custodial Services at the Sheriff's Office and Detention Center", was published on the County's website on August 15, 2008. UPON MOTION of Commissioner Privette, seconded by Commissioner. Carruth and unanimously carried, the Board approved the contract award and authorized the County Manager to execute the contract between Cabarrus County and Keith and Keith Corrections for maintenance and custodial services for the Law Enforcement Center, subject to revision by the County Attorney. On August 19, 2008, the Cabarrus Matching Incentive Grant requests for projects be approved for FY OB-09: County Parks Commission reviewed four Phase 2 and recommends the following Grantee Amount Purpose Fred L. Wilson Elementary School $4,607.00 Picnic Shelter and Gazebo Weddington Hills PTO $2,000.00 Nature Trail and Track Enhancements Install timers for existing field lights at Pitts School Elementary Harrisburg Youth Association $12,300.00 School Parks. Installation of backstops, batting cages, netting and benches at Cox Odell Recreation Association $16,418.00 Mill Elementary School Park. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the Phase 2 Matching Incentive Grant projects as recommended by the Parks Commission and adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF PARKS AMOUNT: $35,325.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: To allocate Matching Incentive Grant funds and appropriate revenue from the grantee for the cash match for the2"a Phase of Matching Incentive Grants as approved by the Cabarrus County Board of Commissioners. .Present Account No. Approved Budget Increase Decrease Revised Budget
