October 1, 2008 (Recessed Meeting) Page 976 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Wednesday, October 1, 2008, at 8:30 a.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Absent - Commissioner: Coy C. Privette <br />Also present were Mike Downs, Deputy County Manager; Loretta Lee, <br />Budget and Performance Manager; Kelly Sifford, Community Development Manager; <br />Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to the <br />Board. <br />Note: The County Manager was excused from the meeting. <br />Call to Order <br />Chairman White called the meeting to order at 8:95 a.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the agenda as presented. <br />Architectural Interviews - Government Campus <br />The Board received presentations from the following architectural firms <br />for the Government Campus to be located on the former Cabarrus County Fair <br />Grounds site: Yates Chrietzberg Hughes Architects, LS3P Associates, LTD, ADW <br />Architects Inc., and Narmour Wright Creech Architecture, PA. Each firm was <br />allotted thirty minutes for their presentation, including a question and <br />answer session. LEED Certification (Leadership in Energy and Environmental <br />Design - a Green Building Rating System developed by the U.S..Green Building <br />Council) and the firm's relevant experience were highlighted. <br />Commissioner Carruth left the meeting at 11:13 a.m. and was not present <br />for the remainder of the meeting. <br />Discussion <br />There was a short discussion on the presentations. Issues discussed <br />included: governmental experience; external appearance of proposed building; <br />charrette process; campus design experience; the concept of compiling each <br />firm's strengths into a chart format.; cloning of future buildings to save <br />funds; etc. Vice Chairman Juba and Commissioner Mynatt announced they know <br />several of the architects personally. Vice Chairman Juba also announced that <br />her firm has worked with several of the architects in a "team" format, but <br />has not taken money from or done business with any of the firms. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the selection of an <br />architectural firm for the new governmental campus on the October 6, 2008 <br />Work Session Agenda for discussion. <br />Recess <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Juba and <br />unanimously carried, the Board recessed the meeting at 11:37 a.m. until 8:30 <br />a.m. on Wednesday, October 6, 2008 in the Multipurpose Room at the <br />Governmental Center. <br />Cle c to e B ar <br />
