October 6, 2008 (Work Session) <br />Page 977 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 6, 2008, at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to <br />the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:35 p.m. He announced <br />Commissioner Carruth will be a few minutes late due to traffic. <br />2008 Cabarrus County Community Needs Assessment <br />Nancy Litton, Jessica Casterdale and Gina Goff, with the Cabarrus <br />County Community Planning Council, presented the 2008 Cabarrus County <br />Community Needs Assessment. Ms. Litton and Ms. Casterdale reviewed a <br />Powerpoint presentation detailing the Community Needs Assessment. Ms. Litton <br />reported the key issues and needs of the community as determined by the <br />council are: housing; education; workforce development and job creation; <br />mental health services; healthcare and affordability; and healthy living. <br />She and Ms. Casterdale reviewed these issues in detail. <br />No action was taken. <br />Commissioner Carruth arrived at 3:93 p.m. and was present for the <br />remainder of the meeting. <br />Commerce Department - Consent Agreement for Preston Ridge Apartments <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to a Consent Agreement for Preston Ridge Apartments: <br />since the time this information was submitted to the Board, Biltmore <br />Development has partnered with Davis Development and the numbers have changed <br />slightly; the proposed build-out schedule has changed from 336 to 412 multi- <br />family residential apartment units on Weddington Road; the proposed build-out <br />schedule now includes the construction of 252 units in 2009, 89 units in <br />2010, and 76 units in 2011, with a proposal to pay the voluntary mitigation <br />payment (v.m.p.) for 336 units up front in the amount of $447,216.00 prior to <br />the issuance of any building permits. She further reported 76 units proposed <br />for construction in 2011 are to be held in reserve and the v.m.p. paid in a <br />lump sum should the developers decide to proceed with construction. She <br />further reported the first phase consists of approximately nine buildings (28 <br />units per building); the second phase consists of three buildings (14 units, <br />28 units and 92 units) ; and the third phase is undetermined at this time. <br />She further stated the developers will notify the Commerce Department if they <br />decide not to construct the remaining 76 units in 2011 so that the capacity <br />data may be updated. <br />In addition, she noted the availability of John Carmichael to respond <br />to questions and reviewed the build-out schedule again at the request of the <br />Board. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Consent Agreement for <br />the Preston Ridge Apartments on the October 20, 2008 Agenda as a New Business <br />item. <br />Commerce Department - Discussion of Donation of Property to Habitat for <br />Humanity <br />Jonathan Marshall, Commerce Director, presented the Board with maps of <br />County-owned property (Pin No: 5620239056, 5620238271, 5620229833 and <br />5620211889) being considered for donation to Habitat for Humanity. He <br />reported the properties are located off of Cabarrus Avenue, accessible by <br />several right-of-ways, and have difficult topography.
