October 6, 2008 (Work Session) Page 979 <br />Sheriff's Office and Tax Administration Schedules on the October 20, 2008 <br />Agenda as a Consent item. <br />Commerce Department - C2008-04-ZT: Proposed Text Amendment to Chapters 2, 3 <br />and 8 of the Cabarrus County Zoning Ordinance and Public Hearing - 6:30 p.m. <br />Susie Morris, Planning and Zoning Manager, presented information <br />related to a request for a proposed text amendment to Chapters 2, 3 and 8 of <br />the Cabarrus County Zoning Ordinance to allow Recreational Therapy Facility <br />(Rural Setting) to be permitted in the Agricultural/Open Space and <br />Countryside Residential Districts. She reported the Planning and Zoning <br />Commission voted unanimously at its September meeting to forward the <br />amendment to the Board of Commissioners for final consideration; the text <br />amendment adds this use as a conditional use in a rural-type setting and that <br />a public hearing is required. She also responded to a variety of questions <br />from the Board, with the following topics being addressed: frontage on a <br />major or minor thoroughfare; distance of barns from parcel boundary lines; <br />etc. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place C2008-09-ZT: Proposed Text <br />Amendment to Chapters 2, 3 and 8 of the Cabarrus County Zoning Ordinance on <br />the October 20, 2008 Agenda as a New Business item. By the same vote, the <br />Board scheduled a public hearing for 6:30 p.m. <br />John Day, County Manager, specified the conditionsof this ordinance <br />exclude a road into a subdivision, which would not be considered a minor <br />thoroughfare. <br />Commerce Department - Amendment to the Cabarrus County Flood Damage <br />Prevention Ordinance and Public Hearing - 6:30 p.m. <br />Jonathan Marshall, Commerce Director, reported the Board received a <br />presentation on the proposed amendment to the Cabarrus County Flood Damage <br />Prevention Ordinance in September and set a public hearing for October 20tH <br />He further reported this amendment includes the adoption of newer, higher <br />quality maps and contains little or no change to the elevation of the flood <br />plain. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Amendment. to the <br />Cabarrus County Flood Damage Prevention Ordinance (Chapter 38 of the Cabarrus <br />County Code of Ordinances) on the October 20, 2008 Agenda as a New Business <br />item and scheduled a public hearing for 6:30 p.m. <br />Commerce Department - N.C. 3 Update <br />Susie Morris, Planning and Zoning Manager, and Jonathan Marshall, <br />Commerce Director, presented an update related to the multijurisdictional <br />effort to develop a land use and transportation plan for the N.C. 3 corridor. <br />The expansion of N.C. Hwy 3 and implementation of a viewshed throughout the <br />corridor were specifically addressed. In addition, the following maps of the <br />two options for the proposed land use plan and road cross sections were <br />provided and reviewed. <br />Note: This section was intentionally left blank. <br />
