October 8, 2008 (Recessed Meeting) Page 989 <br />• NIMS (National Incident Management System) Assessment <br />• Identified Gaps (Capabilities and NIMS Assessments) <br />Mr. Smith responded to questions from the Board throughout the <br />presentation and afterwards. <br />Recess of Meeting <br />a.m. <br />The Board took a short break at 9:56 a.m. The meeting resumed at 10:06 <br />Question and Answer 3aeaion <br />After the break, Mr. Smith responded to additional questions and a <br />general discussion ensued. Issues addressed included the following: using <br />high schools and middle schools for emergency shelters; hazardous materials <br />shipped by railroads; status of bridges and roads damaged by recent flooding; <br />evacuation of inmates; the concept of centralized purchasing for volunteer <br />fire departments; budgeting methods used by volunteer fire departments; etc. <br />Chairman White complimented Mr. Smith and Mr. Langer on their efforts <br />and service to the County. <br />Consolidation of E911 9yatema - Uodate <br />Mike Downs, Deputy County Manager, provided an update on the initiative <br />to consolidate the E911 centers. He reported Bobby Smith, Emergency <br />Management Director, was voted to spearhead the committee; the committee will <br />receive presentations from Guildford and Union counties, who recently <br />consolidated their individual systems, to address questions posed by <br />committee members; the committee will meet again on October 17; and a <br />recommendation should be presented to the Board by December or January 2009. <br />Closed session <br />Note: The Deputy Clerk was excused from the meeting and Ms. Hawkins <br />had already left the meeting. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to go into closed session to discuss <br />threatened or pending litigation (Speedway Motorsports, Inc.), pursuant to <br />N.C. General Statute 193-316.11(a)(3). The Board also invited Mike Downs and <br />Pam Dubois, Deputy County Managers, into the Closed Session. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to come out of closed session. <br />Adjourn <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the meeting adjourned at 11:31 a.m. <br />Cler] to he Bo <br />
