October 20, 2008 (Regular Meeting) <br />Page 1018 <br />(ii) Using that elevation require the standards of paragraphs (c)(1) <br />through (19) of this section. <br />(5) For all new construction of structures in areas within Zone AR/Al- <br />30, AR/AE, AR/AH, AR/AO, and AR/A: <br />(i) Determine the applicable elevation for Zone AR from paragraphs <br />(a)(3) and (4) of this section; <br />(ii) Determine the base flood elevation or flood depth for the <br />underlying Al-30, AE, AH, AO and A Zone; and <br />(iii) Using the higher elevation from paragraphs (a)(5)(i) and (ii) of <br />this section require the standards of paragraphs (c)(1) through (14) of this <br />section. <br />(6) For all substantial improvements to existing construction within <br />Zones AR/A1-30, AR/AE, AR/AH, AR/AO, and AR/A: <br />(i) Determine the Al-30 or AE, AH, A0, or A Zone base flood elevation; <br />and <br />(ii) Using this elevation apply the requirements of paragraphs (c)(1) <br />through (19) of this section. <br />(7) Notify the permit applicant that the area has been designated as an <br />AR, AR/A1-30, AR/AE, AR/AH, AR/AO, or AR/A Zone and whether the structure <br />will be elevated or protected to or above the AR base flood elevation. <br />Adopted this the 20th day of October 2008 by the Cabarrus County Board of <br />Commissioners. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />ATTEST: <br />/s/ KaY Honeycutt <br />Kay Honeycutt, Clerk to the Board <br />RESOLUTION <br />AMENDING THE CABARRUS COUNTY <br />FLOODPLAIN DAMAGE PREVENTION ORDINANCE <br />Resolution No. 2008-19 <br />WHEREAS, Cabarrus County, with the assistance from the Federal Emergency <br />Management Agency (FEMA), has gathered information and revised the Cabarrus <br />County Flood Damage Prevention Ordinance; and <br />WHEREAS, the Cabarrus County Flood Damage Prevention Ordinance has been <br />revised in accordance with the updated FIRM maps; and <br />WHEREAS, Cabarrus County is a local unit of government that has afforded the <br />citizens an opportunity to comment and provide input in the Plan and the <br />actions in the Plan; and <br />WHEREAS, Cabarrus County Board of Commissioners have reviewed the Plan and <br />affirms that the Plan will be updated per FEMA regulations; <br />NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of Commissioners <br />that Cabarrus County adopts the Cabarrus County Flood Damage Prevention <br />Ordinance as this jurisdiction's Natural Hazard Mitigation Plan, and resolves <br />to execute the actions in the Plan. <br />Adopted this the 20th day of October, 2008. <br />/s/ H. He reported that the N.C. Highway 3 plan is a <br />joint effort with the Centralina Council of Governments, Cabarrus County, <br />Kannapolis, Iredell County and Mooresville. He reviewed the following issues <br />addressed in the study: widening N.C. 3 to a four-lane road; land uses <br />outside of the watershed restrictions (critical area, protected area); <br />utility extensions in Kannapolis; etc. He reported a public meeting has been <br />
