October 20, 2008 (Regular Meeting) Page 1021 <br />(G-6) Commerce Department - 3eleation of an Architectural Firm to Provide <br />Design 3ervicea for the Government Campus Proieat <br />Chairman White reported the Board held a separate meeting to receive a <br />presentation from each one of the architects being considered to provide <br />services for the Government Campus Project. <br />Vice Chairman Juba reported she reviewed criteria that was considered <br />from the applicants and looked at each firm's focus on the County's specific <br />project. She stated her intent to make a motion following comments from the <br />other Commissioners. <br />Commissioner Mynatt reported she reviewed each firm's presentations and <br />considered their proximity to the County, their familiarity with the County, <br />and their design examples. She named Yates Chreitzberg Hughes Architects as <br />her recommendation. <br />Commissioner Carruth stated all four firms are very qualified, yet <br />expressed his preference for Yates Chreitzberg Hughes Architects. <br />Vice Chairman Juba MOVED to approve ADW Architects to provide design <br />services for the Government Campus Project. The motion failed for lack of a <br />second. <br />Commissioner Mynatt MOVED to approve Yates Chreitzberg Hughes <br />Architects to provide design services for the Government Campus Project. <br />Commissioner Carruth seconded the motion. <br />Commissioner Privette expressed opposition to the construction of a new <br />Government Campus, noting the current economic situation of other counties <br />and the State. He reported the County has been unable to sell bonds to fund <br />the jail housing unit, and the County should not continue to increase taxes <br />to fund projects. <br />Commissioner Mynatt pointed out the Board's action for this item is for <br />design, not construction of the Government Campus. She expressed a need for <br />the Board to examine the effect of the current economic situation on the <br />County at its next workshop. She also stated that once a design is proposed, <br />the construction of the project can be delayed if there is an economic need <br />to do so. <br />Chairman White commented that the Board is only voting to choose a firm <br />to design the Government Campus. He reported that Commissioner Privette has <br />never made a recommendation for the County to cut spending. He also stated <br />that the County has not tried to sell bonds. He reiterated the vote before <br />the Board tonight is to hire Yates Chreitzberg Hughes Architects to design <br />the Government Campus project. <br />The MOTION carried with Chairman White and Commissioners Carruth and <br />Mynatt voting for and Vice Chairman Juba and Commissioner Privette voting <br />against. <br />(G-7) Eoonomia Development Co oration - Request for Endorsement of <br />Certified Bite <br />Anna Lu Wilson, Vice President of Business Services with the Economic <br />Development Corporation (EDC), reported that often when companies are doing a <br />nationwide search and are looking to locate to a different part of the <br />country, they will contact the state they are interested in and ask for a <br />list of certified sites. The company the EDC is working with has completed a <br />process to meet several requirements to be on the state's list of certified <br />sites. She requested the Board give their endorsement of this site. <br />Commissioner Carruth reported that this site has been zoned for <br />commercial development and annexed by the City of Kannapolis. He clarified <br />that certification of this site will attract desirable businesses to that <br />community. <br />Commissioner Carruth MOVED to endorse the Concrescere Corporate Park at <br />the corner of Mooresville Highway and Davidson Road as requested by the <br />Cabarrus EDC and to authorize the Chairman to execute the endorsement on <br />behalf of Cabarrus County. Commissioner Mynatt seconded the motion. <br />Commissioner Privette expressed opposition to endorsing this site due <br />to previous Board opposition that approval would lead to sprawling <br />residential development. <br />
