October 20, 2008 (Regular Meeting) Page 1021 (G-6) Commerce Department - 3eleation of an Architectural Firm to Provide Design 3ervicea for the Government Campus Proieat Chairman White reported the Board held a separate meeting to receive a presentation from each one of the architects being considered to provide services for the Government Campus Project. Vice Chairman Juba reported she reviewed criteria that was considered from the applicants and looked at each firm's focus on the County's specific project. She stated her intent to make a motion following comments from the other Commissioners. Commissioner Mynatt reported she reviewed each firm's presentations and considered their proximity to the County, their familiarity with the County, and their design examples. She named Yates Chreitzberg Hughes Architects as her recommendation. Commissioner Carruth stated all four firms are very qualified, yet expressed his preference for Yates Chreitzberg Hughes Architects. Vice Chairman Juba MOVED to approve ADW Architects to provide design services for the Government Campus Project. The motion failed for lack of a second. Commissioner Mynatt MOVED to approve Yates Chreitzberg Hughes Architects to provide design services for the Government Campus Project. Commissioner Carruth seconded the motion. Commissioner Privette expressed opposition to the construction of a new Government Campus, noting the current economic situation of other counties and the State. He reported the County has been unable to sell bonds to fund the jail housing unit, and the County should not continue to increase taxes to fund projects. Commissioner Mynatt pointed out the Board's action for this item is for design, not construction of the Government Campus. She expressed a need for the Board to examine the effect of the current economic situation on the County at its next workshop. She also stated that once a design is proposed, the construction of the project can be delayed if there is an economic need to do so. Chairman White commented that the Board is only voting to choose a firm to design the Government Campus. He reported that Commissioner Privette has never made a recommendation for the County to cut spending. He also stated that the County has not tried to sell bonds. He reiterated the vote before the Board tonight is to hire Yates Chreitzberg Hughes Architects to design the Government Campus project. The MOTION carried with Chairman White and Commissioners Carruth and Mynatt voting for and Vice Chairman Juba and Commissioner Privette voting against. (G-7) Eoonomia Development Co oration - Request for Endorsement of Certified Bite Anna Lu Wilson, Vice President of Business Services with the Economic Development Corporation (EDC), reported that often when companies are doing a nationwide search and are looking to locate to a different part of the country, they will contact the state they are interested in and ask for a list of certified sites. The company the EDC is working with has completed a process to meet several requirements to be on the state's list of certified sites. She requested the Board give their endorsement of this site. Commissioner Carruth reported that this site has been zoned for commercial development and annexed by the City of Kannapolis. He clarified that certification of this site will attract desirable businesses to that community. Commissioner Carruth MOVED to endorse the Concrescere Corporate Park at the corner of Mooresville Highway and Davidson Road as requested by the Cabarrus EDC and to authorize the Chairman to execute the endorsement on behalf of Cabarrus County. Commissioner Mynatt seconded the motion. Commissioner Privette expressed opposition to endorsing this site due to previous Board opposition that approval would lead to sprawling residential development.
