November 3, 2008 (Work Session) <br />Page 1031 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session Meeting in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 3, 2008, <br />at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the <br />Board and Lyndsay Hayes, Deputy Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:34 p.m. <br />Cold Water Volunteer Fire Department - Purchase of New 2008 Pierce Velocity <br />Chassis Pumper <br />Buster Blackwelder, Assistant Chief of Cold Water Volunteer Eire <br />Department (CWVFD), presented information related to a request for the <br />purchase of a new 2008 Pierce Velocity Chassis Pumper. He addressed the <br />following: the requested truck will replace an aging 1991 pumper; the CWVFD <br />will be securing the financing for this purchase; the CWVFD has scheduled a <br />public hearing on this matter for November 10, 2008 at 7:30 p.m. to be held <br />at the fire department; and the CWVFD is requesting the Board of <br />Commissioners execute the Chief Elected Executive Officer's Approval form <br />pursuant to Section 147 (f) of the Internal Revenue Code of 1986, as amended, <br />and approve the incurrence by the fire department for an amount up to <br />$415,000.00 for the purchase of the truck. Mr. Blackwelder also responded to <br />questions from the Board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Cold Water Volunteer <br />Fire Department - Purchase of New 2008 Pierce Velocity Chassis Pumper on the <br />November 17, 2008 Agenda as a Consent item. <br />Tourism Authority - Presentation of Quarterly Report <br />John Mills, Cabarrus County Convention and Visitors Bureau (CVB) <br />Director of Finance and Administration, presented the Tourism Authority <br />Quarterly Report which included the Budgeted Statement of Revenues and <br />Expenditures for the CVB for the three months ending September 30, 2008 as <br />follows: <br />Year to Date Revenues: $401,978 <br />Year to Date Expenses: $612,776 <br />Revenues over Expenditures: ($210,798) <br />The CVB's Statement of Financial Position as of September 30, 2008 <br />(total liabilities and net assets) was $396,867.10. Mr. Mills identified the <br />amount of fund balance that resides with the County as being $249,767.91 and <br />responded to questions from the Board throughout the presentation. <br />Note: Vice Chairman Juba arrived at 3:93 p.m. and was present for the <br />remainder of the meeting. <br />DeSales Wagster, Director of the Convention and Visitors Bureau (CVB), <br />Terry Crawford, Tourism Authority Chair and Mr. Mills responded to questions <br />from the Board. The following issues were addressed: the weakest months in <br />hotel occupancy are December and January; the third lowest month in occupancy <br />is February, followed by June and July. Ms. Wagster stated the best months <br />for high occupancy levels are May and October; there is a decline in <br />occupancy for the first time in five years; short-term and long-term <br />occupancy; fund balance; etc. <br />Tourism Authority - Budget Amendment (Shortfalls in Occupancy Tax Revenues - <br />$145,000.00) <br />Terry Crawford, Tourism Authority Chair, John Mills, Cabarrus County <br />Convention and Visitors Bureau (CVB) Director of Finance and Administration, <br />and DeSales Wagster, Director of the Convention and Visitors Bureau (CVB), <br />presented a request for additional funding of $145,000.00 to address <br />
