November 13, 2008 (Legislative Goals Meeting) <br />Page 1040 <br />The Board took a short break at 1:02 p.m. The meeting resumed at 1:15 <br />p.m. <br />2009-10 North Carolina Association of County Commissioner (NCACC) Legislative <br />Goals <br />For informational purposes, Commissioner Carruth reviewed the 2009-10 <br />NCACC Legislative Goals as recommended by the steering committees. A general <br />discussion ensued, but no action was taken. <br />Department of Social 3ervicea (D38) Restructuring Initiative <br />Chairman White reported that the resignation of the Department of <br />Social Services (DSS) Director has left a vacancy at DSS and this vacancy <br />should be analyzed for restructure or improvement to achieve greater <br />efficiencies countywide. He stated it has been recommended that this <br />position be developed into a Human Services Director that would be overseen <br />by the DSS Board and the County Manager via an agreement. He further stated <br />this concept has been presented to some members of the DSS Board and the <br />entire Boardwill consider the proposal at a future meeting. He also pointed <br />out that under this scenario, the DSS Board would remain intact. <br />John Day, County Manager, explained the responsibilities of a Human <br />Services Director and described the benefits this position will provide to <br />the County. He further reported that this position has been successful in <br />other counties and responded to a variety of questions from the Board. <br />Issues addressed included the following: substantial equivalency; the day- <br />to-day supervision of the Human Services Director; etc. <br />The Board agreed to consider the matter further. <br />Adjourn <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adjourned the meeting at 2:12 p.m. <br />Cle t t the o d <br />
