December 15, 2008 (Regular Meeting) Page 1109 <br />Chairman White made the following points: 1) this project is being <br />funded from monies that have been saved by the County and not borrowed; 2) <br />there are no studies that show that General Contractors save money; 3) the <br />County has had an independent review to make certain that taxpayers are <br />treated fairly; 9) the local economy can be sustained by, by hiring local <br />contractors which is completed by using a Construction Manager at-Risk. <br />The MOTION carried with Chairman White, Vice Chairman Mynatt and <br />Commissioner Carruth and Poole voting for and Commissioner Privette voting <br />against. <br />(G-4) Finance - Presentation of the Fiscal Year 2008 Comprehensive Annual <br />Financial Report <br />Susan Fearrington, Assistant Finance Director, thoroughly reviewed the <br />Comprehensive Annual Financial Report (CAFR) for the year ended June 30, <br />2008. She reported the auditing firm of Potter and Company, P.A. issued an <br />unqualified opinion on the County's financial statements. Throughout the <br />presentation, she responded to questions from the Board. In closing, she <br />reported the audit, in its entirety, is posted on the County's website. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board accepted the Fiscal Year 2008 Comprehensive <br />Annual Financial Report as presented. <br />(G-5) Finance - Resolution Endorsing Application for NCDOT Small <br />Construction and Other Improvement Funds <br />Pam Dubois, Deputy County Manager, presented information related to a <br />request from Cabarrus County Schools to work with the North Carolina <br />Department of Transportation to complete road improvements, utility <br />relocation, and th0 purchase of a right of way in relation to the <br />construction of the new Cox Mill High School facility. She further reported <br />a resolution endorsing the application for NCDOT Small Construction and Other <br />Improvement Funds will commit the county to participate up to $950,000.00 in <br />funding these improvements and the participation funds will come from funds <br />budgeted in the Cox Mill High School Construction. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2008-25 <br />CABARRUS COUNTY <br />RESOLUTION ENDORSING APPLICATION FOR NCDOT SMALL <br />CONSTRUCTION AND OTHER IMPROVEMENT FUNDS <br />WHEREAS, the North Carolina Department of Transportation has determined the <br />Cox Mi11/Poplar Tent road intersection is eligible for small construction <br />funds; and <br />WHEREAS, the citizens of Cabarrus County have expressed a desire to improve <br />safety of this intersection; and <br />WHEREAS, Cabarrus County and NCDOT agree that turn lanes and a traffic signal <br />are the proposed improvements for this intersection; and <br />WHEREAS, Cabarrus County is committed to allocating funds for utility <br />relocation, right of way purchase, and road improvements including bridge <br />widening; <br />NOW, therefore, be it resolved, that the Board of Commissioners of Cabarrus <br />County does hereby; <br />Endorse and agree to. fund via the Cabarrus County Board of Education, a 50~ <br />portion of the NCDOT plans to construct the intersection improvements at the <br />Cox Mill/Poplar Tent Road Intersection up to a maximum County participation <br />of $450,000.
