PLEASANT F/D $0.00 <br />NORTHEAST F/D $0.00 <br />ODELL F/D $0.00 <br />POPLAR TENT F/D $0.00 <br />RICHFIELD F/D $0.00 <br />RIMER F/D $0.00 <br />WINECOFF F/D $0.00 <br />NEW BUSINESS <br />(G-1) Community Development Block Grant (CDBG) 2007-2009 Scattered Site <br />Housing Rehabilitation Program - Public Hearing - 6:30 p.m. <br />Kelly Sifford, Community Development Manager, reported the County will <br />receive approximately $900,000.00 from the Division of Community Assistance <br />through a Community Development Block Grant (CDBG) for the 2007-2009 <br />Scattered Site Housing Rehabilitation Program. She also reported this <br />program provides housing rehabilitation services to low-income elderly and <br />disabled home owners, two public hearings are required, the first public <br />hearing held in December 2006 and that applicants are needed. <br />Chairman Carruth asked what public outreach measures were used to <br />notify citizens. <br />Ms. Sifford stated referrals are received from the Departments of Aging <br />and Social Services as well as from the towns. In addition, she said public <br />hearings were held in Midland and Harrisburg; a public hearing will be held <br />in Mount Pleasant in February; and that local churches are visited on <br />occasion. She also commented on the State's new regulations being more <br />complicated and costly which will result in fewer rehabilitations. <br />At 7:53 p.m., Chairman Carruth opened the public hearing for the 2007- <br />2009 CDBG Scattered Site Housing Rehabilitation Program. The Public Hearing <br />Notice was published on January 11 and 29, 2007 in THE INDEPENDENT TRIBUNE <br />and in THE CHARLOTTE O85ERVER (Cabarrus Neighbors). <br />There was no one present to address the Board; therefore, Chairman <br />Carruth closed the public hearing. <br />of Social Services (DSS) - Creation of Attorney II <br />o..e: a:.... ona..~.a: __ _c n_~_i_~ .-...~-_~ ~-__~___~ <br />Sandy Russell, Interim DSS Director, presented a request for the <br />establishment of an Attorney II position to manage the legal unit and <br />represent the Agency in court. She reported the request is based on the <br />Agency's current caseloads and the need for someone with a legal background <br />to provide guidance, training and direction for the legal staff and social <br />workers. She provided information on the Agency's current caseload for Child <br />
