January 22, 2007 (Regular Meeting) <br />Page 295 <br />Vice Chairman Juba seconded the motion and read the revised resolution. <br />Commissioner Mynatt expressed support for the resolution. <br />Commissioner White pointed out the resolution lacks substance and <br />stated his intent to vote against the motion. <br />UPON MOTION by Commissioner Privette, seconded by Vice Chairman Juba <br />with Chairman Carruth, Vice Chairman Juba and Commissioners Mynatt and <br />Privette voting for and Commissioner White voting against, the Board adopted <br />the following resolution: <br />Resolution No. 2007-02 <br />NOATH CAROLINA <br />CABARRUS COUNTY <br />RESOLOTION <br />WHEREAS, the English language is the most commonly used language in <br />Cabarrus County, North Carolina; and <br />WHEREAS, the use of a common language will remove barriers of <br />misunderstanding and promote economic and civic participation of all its <br />population regardless of national origin, creed, race or other cultural <br />diversity; and <br />WHEREAS, proficiency in the English language as well as languages <br />other than the English language, benefits Cabarrus County both economically <br />and culturally and should be encouraged; and <br />WHEREAS, increasingly, many other languages are heard spoken in <br />Cabarrus County due to its close proximity to Charlotte and the University of <br />North Carolina - Charlotte, and the emerging development of the North <br />Carolina Research Campus; and <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF <br />CABARRUS COUNTY, NORTH CAROLINA THAT: <br />1. The English language is hereby declared the O~~~~'icial Language of <br />Cabarrus County, North Carolina. <br />2. Churches, non-profit organizations and learning institutions are <br />encouraged to seek ways to offer their non-English speaking populations <br />access to English classes in order to further promote English as the <br />official language of Cabarrus County. <br />3. All citizens who use English as their sole language are encouraged to <br />learn a second language in order to foster the full benefit of economic <br />and cultural interaction. <br />9. The declaration and use of English as the official language of Cabarrus <br />County shall not be construed as infringing upon the rights of any <br />person who may use a language other than English. <br />5. The Board of Commissioners of Cabarrus County, North Carolina does <br />hereby proclaim English as the official language of Cabarrus County, <br />but this resolution shall not be construed to abridge any federal or <br />state law or regulation. <br />Adopted by the Board of Commissioners of Cabarrus County, North <br />Carolina this the 22ntl day of January, 2007. <br />/s/ Robert W.
