February 5, 2007 (Work Session) Page 253 <br />Susie Zakraisek, Planning & Zoning Manager, presented a proposed text <br />amendment to Chapter 7, Section 16, Home Occupation and Section 17, Home <br />Occupation, Rural, of the Cabarrus County Zoning Ordinance to~Address Family <br />Child Care Home Standards (C2007-O1-ZT). She reported this amendment is the <br />result of a change in State statutes which increased the number of children <br />to be considered as part of a family home daycare from five to eight and will <br />make the County's ordinance consistent with the statute. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board scheduled a public hearing on February 19, <br />2007 at 6:30 p.m. for the proposed text amendment to Chapter 7, Section 16, <br />Home Occupation and Section 17, Home Occupation, Rural, of the Cabarrus <br />County Zoning Ordinance to address family child care home standards. <br />Proposed Text Amendment to Chapter 11, Signage (C2007-03-ZT) <br />Susie Zakraisek, Planning & Zoning Manager, presented a proposed text <br />amendment to Chapter 11, Signage, of the Cabarrus County Zoning Ordinance. <br />She reported some time ago the Planning and Zoning Board and the Board of <br />Commissioners adopted a chart to simplify the signage regulations. The <br />chart is not consistent with the text in the ordinance because the text <br />referenced some older standards. She.said this amendment cleans up the text <br />so that it is consistent with the chart. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board scheduled a public hearing on February 19, <br />2007 at 6:30 p.m. for the proposed text amendment to Chapter 11, Signage, of <br />the Cabarrus County Zoning Ordinance. <br />in Chapters 3 and 7 to Address <br />GOOda on the <br />Susie Zakraisek, Planning & Zoning Manager, presented a proposed text <br />amendment to use charts in Chapters 3 and 7 in the Cabarrus County Zoning <br />Ordinance to address inconsistencies for Retail/Shoppers' Goods in the Ago <br />(Agriculture/Open Space) zoning district. She said the amendment addresses <br />the differences between the charts and language in the ordinance to make all <br />the documents consistent. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board scheduled a public hearing on February 19, <br />2007 at 6:30 p.m, for the proposed text amendment to use charts in Chapters 3 <br />and 7 of the Cabarrus County Zoning Ordinance. <br />Approval of Bid Award to C.M. Slack Construction for Renovations at the <br />Historic Courthouse <br />Jonathan Marshall, Commerce Director, reported three bids were received <br />last month and budget amendments approved for the renovations at the Historic <br />Courthouse. However, he said the contract with C.M. Black Construction, the <br />low bidder, was not approved at that time. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the approval of a bid award <br />to C.M. Black Construction for renovations at the Historic Courthouse on the <br />February 19, 2007 Agenda as a Consent item. <br />Stream Restoration Project on Harris Road - Approval of Memorandum of <br />Agreement <br />Jonathan Marshall, Commerce Director, reported on a stream restoration <br />project between Harris Middle School and the new Odell Elementary School <br />through the Ecosystem Enhancement Program (EEP), sponsored by the North <br />Carolina Department of Transportation and the North Carolina Department of <br />Environment and Natural Resources. He said EEP works to restore streams to <br />their original condition; EEP personnel will do all the work and maintain the <br />project for five years. He'stated his plans to present this proposal to the <br />Board of Education next week and commented on the educational opportunities <br />this program offers. He further reported the Harris Road project is adjacent <br />to the Moss Creek development; Moss Creek is completing a similar project <br />
