February 19, 2007 (Regular Meeting) <br />The Board of Commissioners for the County <br />session in the Commissioners' Meeting Room <br />Governmental Center in Concord, North Carolina o <br />at 6:30 p.m. <br />Page 257 <br />of Cabarrus met in regular <br />at the Cabarrus County <br />n Monday, February 19, 2007 <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />Junior Girl Scout Troop 1127 of Covenant Presbyterian Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Bailey <br />Osborne, Martha Tydings, Emma Stiles and Elizabeth Buckholz. <br />Reverend Darrell D. Huneycutt of Oak Ridge Missionary Baptist Church <br />gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of October 30, 2006 <br />(Regular Meeting) and November 6, 2006 (Recessed/Work Session) as written. <br />APPROVAL OF TAE AGENDA <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />addition: New Business Item G-10 (Discussion on Sending a Delegation to <br />Raleigh to Meet with Legislators). Further, Chairman Carruth moved Consent <br />Item F-13 (Ware Bonsall Contract - Amendment No. 10) to New Business after <br />Vice Chairman Juba requested the item be tabled. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(None.) <br />(D) INFORMAL PUBLIC COMMENTS <br />Commissioner Carruth opened the meeting for Informal Public Comments at <br />6:90 p.m. He stated each speaker would be limited to three minutes. <br />Jerry Williamson of Concord commented the hiring and salary of a full- <br />time attorney for the Department of Social Service (DSS); escalating fees for <br />the jail construction project and a settlement involving the law firm of <br />Hartsell & Williams, PA. <br />With there being no one else to address the Board, Chairman Carruth <br />closed that portion of the meeting at 6:97 p.m. <br />(E) OLD BUSINESS <br />(E-1) Construction Update - Sheriff's Office S Detention Center <br />Mike Downs, Deputy County Manager, provided a brief update on the <br />progress of the Sheriff's Office and Detention Center construction project. <br />Chairman Carruth asked that the damaged screening be replaced. He <br />reported observing citizens walking down the middle of Corban Avenue because <br />both sidewalks are closed. <br />Mr. Downs stated he would make sure signs are erected to reroute <br />pedestrian traffic. <br />(E-2) Discussion of a Facilitated Meeting of Elected Officials to Discuss <br />Growth Management _ <br />John Day, County Manager, reported some time ago Commissioner Mynatt <br />suggested a summit of elected officials be convened to discuss growth <br />
