March 12, 2007 (Work Session) <br />Page 291 <br />The Board took a short recess at 5:26 p.m. The meeting reconvened at <br />5:33 p.m. <br />Change Order No. 2 - North Cabarrus Park Phase III and Budcet Amendment <br />$49,178.00 <br />Steve Little, Parks and Recreation Director, presented Change Order No. <br />2 totaling $49,178.00 and related budget amendment for the North Cabarrus <br />Park Phase III project. He attributed the need for additional funding to <br />poor soil conditions and requested the use of contingency funds. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board agreed to place Change Order No. 2 and <br />associated budget amendment for the North Cabarrus Park Phase III project on <br />the March 26, 2007 Agenda as a Consent item. <br />eet for Architectural &'unda to Fast Track <br />t1 On and Renovation of von +;..ni n.,;ia: ..._ <br />Will Crabtree with Kannapolis City Schools, requested additional <br />funding to fast track three projects at the A. L. Brown High School. The <br />projects included: purchase of land, a classroom wing addition and renovation <br />of the vocational building. He identified the following reasons for fast <br />tracking the funding: the option on the land purchase expires in January <br />2008, a shortage of classroom space, the addition of a Freshman Academy in FY <br />07/08, and an outdated vocational building. <br />Mr. Crabtree responded to questions from the Board including the <br />location of the new school, an estimated budget for the projects, capacity of <br />the existing facility, the need for an assistant principal for the Freshman <br />Academy, etc. There was also discussion on where this project would fit into <br />the 15-year plan. <br />Board members requested additional information on growth, project <br />target dates, etc. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the request for architectural <br />funds to fast track the A. L. Brown High School wing addition and renovation <br />of the vocational building on the March 26, 2007 Agenda as a New Business <br />item. <br />Classification & Compensation Review Studv <br />Don Cummings, Human Resources Director, presented the Classification <br />and Compensation Review study. The intent of the study is to stabilize the <br />compensation package, enhance recruitment and retention efforts, to establish <br />consistent pay scales for employees and allow for a smoother more consistent <br />process to be completed on an annualized basis. He said Springsted, Inc., <br />studied 226 position classes and recommends lOB positions be reclassified to <br />a higher grade and four to a lower grade. He reported the total <br />implementation cost is $136,300.00. He also commented on problems associated <br />with the 10 percent maximum annual salary increase policy and asked that it <br />be waived for implementation of the study. He also reviewed the methodology <br />used to prepare the study. <br />John Day, County- Manager, stated a representative from Springsted, <br />Inc., could be present at the regular meeting to answer questions the Board <br />may have. He said this review process is undertaken every two years and is a <br />budgeted item. He asked the Board to consider removing the 10 percent salary <br />cap because there are other policies that govern pay increases and stated it <br />is not fair to penalize employees that perform well. <br />UPON MOTION by Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board agreed to place the Classification & <br />Compensation Review Study on the March 26, 2007 Agenda as a Consent item. <br />Pam Dubois, Deputy County Manager, presented a request from Cabarrus <br />County Schools for an additional $125,000.00 for engineering fees to continue <br />to fast track the new Northwest area high school. <br />
