Pleasant High School. <br />UPON MOTION by Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Consent Agreement for the <br />Beckenham Subdivision on the March 26, 2007 Agenda as a Consent item. <br />HOME Program Public Hearing <br />Jonathan Marshall, Commerce Director, reported the County belongs to a <br />housing rehabilitation consortium that includes the jurisdictions of <br />Cabarrus, Rowan and Iredell Counties with the City of Concord serving as the <br />lead agent. He said Cabarrus County will receive $124,893.00 for housing <br />rehabilitation activities and $8,326.00 for administrative activities. He <br />also reported a twenty-five percent match is required to participate in the <br />program and the County is required to hold a public hearing to generate <br />interest in the program. In closing, he said no other action is required <br />except to hold a public hearing. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board scheduled a public hearing on the HOME <br />Program for March 26, 2007 at 6:30 p.m. under New Business. <br />Subdivision Inventory Spreadsheet <br />Chairman Carruth asked Jonathan Marshall, Commerce Director, asked to <br />have the data contained in the Subdivision Inventory Spreadsheet presented in <br />an easier-to-read format. , <br />Mr. Marshall stated he and Kassie Watts, Planner, had discussed sorting <br />the data by community and calculating the income generated by the adequacy <br />fee and build-out schedule. He also reported the build-out schedule is <br />tracked monthly and can be provided to the Board. <br />There was a discussion on extending build-out schedules even further <br />based to alleviate school overcrowding and how the draft Adequate Public <br />Facilities Ordinance addresses school overcrowding. <br />List of Additional Agenda Items & Change Order No. 10 - Ware Bonsall <br />Architects <br />John Day, County Manager, distributed the list of additional agenda <br />items and pointed out that Ware Bonsall Architects' Change Order No. 10 is on <br />the March Consent Agenda to table the item to the April meeting. He <br />explained the item was tabled in February to the March meeting, but all the <br />issues have not been resolved. <br />There was no objection or changes to the list of additional agenda <br />items. <br />Report on Mayor's / Manager's Breakfast Meeting <br />Chairman Carruth briefly reported on the Mayor's/Manager's Breakfast <br />meeting that was recently held. He also announced that a brief and reception <br />will be held on April 26 by the Charlotte Regional Partnership for the 16- <br />county region. <br />Tax Increment Financing (TIF) - Request for Citizen Input <br />Commissioner White MOVED to include a five-to-ten minute public comment <br />period under Old Business at the agenda work session meetings and regular <br />meetings until the Board makes its decision on TIF for the N.C. Research <br />Campus. <br />There was discussion on the need to educate the public on TIF in a <br />balanced manner in addition to receiving comments and the best way to <br />accomplish this task. It was agreed that a blue comment card, similar to the <br />yellow public speaker's card, would be used for the TIF. <br />Commissioner Mynatt seconded the motion. <br />There was further discussion. Issues addressed included the following: <br />on how to educate and answer the publics' questions on TIF; the use of the <br />County's website and Channel 22 to inform the public; the amount of planning <br />and preparation needed to conduct educational workshops; the potential for <br />criticism; etc. <br />
