March 26, 2007 (Regular Meeting) Page 296 <br />The Board of Commissioners for the County of Cabarrus met in a regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 26, 2007, at <br />6:30 p.m. <br />Present - Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Absent - Chairman: Robert W. Carruth <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Vice Chairman Juba announced Chairman Carruth was out of town on <br />business and that she would preside over the meeting. <br />Boy Scout Troop 221 of Calvary Lutheran Church conducted the Flag <br />Ceremony. Scouts participating in the ceremony were: Ryan Murphy and Keith <br />McKay. <br />Reverend Raymond Davis of Solid Rock Worship Center gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and <br />unanimously carried, the Board approved the minutes of November 13, 2006 <br />(Recessed Meeting), November 20, 2006 (Regular Meeting), November 27, 2006 <br />(Recessed Meeting), December 4, 2006 (Organizational/Recessed Meeting) and <br />December 18, 2006 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Agenda with the following <br />additions: Recognitions and Presentations: Item C-1 (Recognition of Lanny <br />Nunn on His Retirement from Time Warner Cable); New Business Item G-10 <br />(Report on Mediation Efforts Related to Jail Litigation); and Closed Session <br />Item L-1 (Closed Session to Discuss Matters Relating to the Location or <br />Expansion of Industries; to Consult with the Attorney to Preserve the <br />Attorney Client Privilege and Discuss Threatened or Pending Litigation; and <br />to Consider a Personnel Matter(s) as Authorized by NCGS <br />143.318.11(a)(3)(9)(6)). Supplemental information was also provided for Item <br />G-5 (Request for Architectural Funds to Fast Track AL Brown High School Wing <br />Addition and Renovation of Vocational Building); Item G-8 (Consent Agreement <br />- Rustic Canyon Subdivision) and Item G-9 (Consent Agreement - Melbourne <br />Subdivision). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Recognition of Lannv Nunn on His Retirement from Time Warner Cable <br />David Baxter, General Manager Channel 22, recognized Lanny Nunn on his <br />retirement from Time Warner Cable. He reported Mr. Nunn has been very <br />instrumental in bringing the broadcasts of the Board of Commissioners' <br />meetings, School Board meetings as well as numerous other productions to the <br />citizens of Cabarrus County. <br />(D) INFORMAL PUBLIC COMMENTS <br />Vice Chairman Juba opened the meeting for Informal Public Comments at <br />6:49 p.m. She said each speaker will be limited to three minutes and <br />comments related to Tax Increment Financing (TI F) will be taken later in the <br />meeting. <br />Tom Dolan of Huntersville stated his opposition to the jail plan. He <br />said the plan lacked vision, imagination and that it was not a family- <br />friendly plan. <br />
