March 26, 2007 (Regular Meeting) Page 296 The Board of Commissioners for the County of Cabarrus met in a regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, March 26, 2007, at 6:30 p.m. Present - Vice Chairman: Joni D. Juba Commissioners: Grace M. Mynatt Coy C. Privette H. Jay White, Sr. Absent - Chairman: Robert W. Carruth Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to the Board. Vice Chairman Juba announced Chairman Carruth was out of town on business and that she would preside over the meeting. Boy Scout Troop 221 of Calvary Lutheran Church conducted the Flag Ceremony. Scouts participating in the ceremony were: Ryan Murphy and Keith McKay. Reverend Raymond Davis of Solid Rock Worship Center gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and unanimously carried, the Board approved the minutes of November 13, 2006 (Recessed Meeting), November 20, 2006 (Regular Meeting), November 27, 2006 (Recessed Meeting), December 4, 2006 (Organizational/Recessed Meeting) and December 18, 2006 (Regular Meeting) as written. (B) APPROVAL OF THE AGENDA UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and unanimously carried, the Board approved the Agenda with the following additions: Recognitions and Presentations: Item C-1 (Recognition of Lanny Nunn on His Retirement from Time Warner Cable); New Business Item G-10 (Report on Mediation Efforts Related to Jail Litigation); and Closed Session Item L-1 (Closed Session to Discuss Matters Relating to the Location or Expansion of Industries; to Consult with the Attorney to Preserve the Attorney Client Privilege and Discuss Threatened or Pending Litigation; and to Consider a Personnel Matter(s) as Authorized by NCGS 143.318.11(a)(3)(9)(6)). Supplemental information was also provided for Item G-5 (Request for Architectural Funds to Fast Track AL Brown High School Wing Addition and Renovation of Vocational Building); Item G-8 (Consent Agreement - Rustic Canyon Subdivision) and Item G-9 (Consent Agreement - Melbourne Subdivision). (C) RECOGNITIONS AND PRESENTATIONS (C-1) Recognition of Lannv Nunn on His Retirement from Time Warner Cable David Baxter, General Manager Channel 22, recognized Lanny Nunn on his retirement from Time Warner Cable. He reported Mr. Nunn has been very instrumental in bringing the broadcasts of the Board of Commissioners' meetings, School Board meetings as well as numerous other productions to the citizens of Cabarrus County. (D) INFORMAL PUBLIC COMMENTS Vice Chairman Juba opened the meeting for Informal Public Comments at 6:49 p.m. She said each speaker will be limited to three minutes and comments related to Tax Increment Financing (TI F) will be taken later in the meeting. Tom Dolan of Huntersville stated his opposition to the jail plan. He said the plan lacked vision, imagination and that it was not a family- friendly plan.
